The city of Bischofswerda intends to develop the former, listed cultural centre into a future-oriented, multifunctional municipal and cultural centre. The aim is to restructure public uses such as administration, culture and education and to bundle them at a central location, as well as to create synergies between the uses.
According to the draft contract (see Documents Contractual Conditions), the following services are the subject of the planned commissioning of the project:
- Specialist planning fire protection LPH 1 to 5 based on AHO publication series issue no. 17
- Special and optional services
The assignment is carried out in stages in accordance with the terms of the contract. Upon completion of the negotiated procedure, the performance level I: work phases 1-3 according to the contract as well as the special services arising in these work phases are contractually commissioned.
Subsequently, the following performance levels - individually or as a whole - as well as special services should be ordered:
Performance level II: Performance phase 4
Performance level III: Performance phase 5
Performance level IV: Special and optional services (work phases 6 and 8)
There is no legal entitlement to the commissioning of the subsequent service phases. The contractor is obliged to provide the services of the further performance levels if the customer transfers them to him. The client reserves the right to limit the commissioning to partial services of individual service levels. The contractor cannot derive an increase in his fee from the step-by-step commissioning.
The phased assignment is subject to securing financing by the client and subject to the fact that the contractor guarantees proper, high-quality and timely performance of the service.
As a further option, the client reserves the right to bind a general contractor who takes over the further architectural and engineering services starting with the work phase 4 or with the work phase 5 and the construction as well as the construction supervision. In the event that the award to a general contractor is considered economical and approved by the funding agency, the scope of services is reduced accordingly for the specialist planner for fire protection.
The expected total completion/handover of users for the municipal and cultural center is planned for July 2026.
