The aim of the procurement is to procure external consultancy services for Tysvær Municipality for project assistance for the realisation of a new health quarter.
The contract will be valid for two years, with a unilateral right for the contracting authority to extend for one further year.
The stated total value is only a guideline and a non-binding estimate based on judgement, which also includes the option year.

The assignment consists of project assistance for the programme phase and interaction phase, including assistance for the formulation of political matters. Tysvær Municipality has a unilateral option to use the tenderer for assistance in the execution phase.
The municipal council discussed the matter and came to a decision on 15.06.2021
KST - 046/21 Decision:
- The municipal council decided that the future development of a 24 hour welfare offer in Tysvær Municipality must include both institution places and sheltered accommodation flats with appropriate staffing.
- The municipal council has decided to gather the municipality's institution places in a new health quarter in Aksdal. The health quarter will replace the current institution places in Tysværtunet, Aksdaltunet, and Nedstrandtunet Activity and Welfare Centre when the new health quarter is completed.
- The municipal council has asked the chief municipal executive to start the planning work for the health quarter in Aksdal. The work will have broad involvement. The matter will be presented to the municipal council for a final investment decision in 2022.
- The municipal council has decided that the new health quarter is to be located on the plot to the west of Tysværtunet Arts Centre.
- The municipal council has decided that Nedstrandtunet will be turned into a health building, with the co-localisation of sheltered accommodation flats with appropriate staffing and other relevant health and welfare service offers, in order to ensure the necessary and proper services. This will occur in connection with the new health quarter being completed. The municipal council has asked the chief municipal executive to start this planning work. The planning and development manager, hereafter called the contracting authority, invites tenderers to a contest for project assistance for the construction programme, feasibility study, draft and preliminary projects for the health quarter in Tysvær Municipality. The contest is, as a starting point, based on KST - 046/21.
The contracting authority uses eBevis in this contest. eBevis enables the contracting authority to electronically obtain information that documents fulfilment of the qualification requirements connected to a company registration certificate and financial capacity, and that there are no grounds for rejection due to taxes and duties. The contracting authority can get access to company information from the Brønnøysund Register Centre and arrears from the Norwegian Tax Authority.
Before the contracting authority can obtain information through eBevis, you must give consent. This is done in Altinn.
