The subject of the award is a contract for technical services for the operation and maintenance of public street lighting in the district town of Unna.
The district town of Unna intends to commission a company with technical services for the operation and maintenance of public street lighting from 01.07.2023. In addition to technical operational management, the main task of the future contractual partner is the operational operation and maintenance/repair of the street lighting systems. For the fulfilment of the contract, the contractor receives the system and system responsibility (related to the street lighting systems). With the start of the contract (01.07.2023), the traffic safety obligation for the street lighting systems is transferred to the contractor.
Currently, the street lighting systems to be operated are owned by Stadtwerke Unna GmbH, which operates the systems until 31.06.2023. Ownership of the street lighting systems will be transferred to the district town of Unna on 31.12.2022. The district town alone takes over the ownership of the luminaires (property boundary: entrance protection) as well as of the approx. 228 switchgear (ripple control receivers) used to switch the lighting. The electrical supply lines remain the property of the local grid operator. The facilities taken over by the district town are provided for the provision of services.
The street lighting systems are not unbundled by the power grid infrastructures of the current operator. In order to enable competitors of Stadtwerke Unna GmbH to participate in the award of street lighting services without discrimination, the district town of Unna undertakes to unbundle (in particular with regard to the 142 switchgear, which are located in local network stations and cable distributors of Stadtwerke Unna GmbH) and a to have the final main maintenance of the street lighting systems carried out.
