Provision of the surveillance and lifeguard service on the beaches of the municipality of Castelló d'Empúries (Empuriabrava beach and Rubina beach).

The subject matter of the contract consists of the following functions:

(a) to carry out priority and continuous monitoring of the beach and the bathing area, the aid and rescue of persons;

(b) to carry out the necessary measures and preventive measures to ensure the safety of users and the prevention of accidents and incidents on the beaches;

(c) manage the implementation of the elements and security measures provided by the beach;

(d) ensure the preservation of signs and equipment intended for accident prevention, safety, surveillance, assistance and transport of accidents;

(e) take appropriate action to ensure that the competent body, as soon as possible, enforce the prohibition that boats such as motorboats and surfers, sailing, waterskiing or other similar activities operate illegally or endangering users in bathing areas; and the requirement that they make entrances and exits through the places intended for this purpose;

(f) remove non-bulky elements present in the water breaker, such as irons, wood, glass, and in the case of bulky waste, by size or by their number, to carry out the arrangements and coordinate as the competent body in each matter, so that the bathing area is kept completely free of objects which could be represent danger to users;

(g) inform users in cases where they engage in activities which are dangerous or disturbing and, if necessary, notify the competent authorities in cases where such activities do not cease;

(h) carry out daily monitoring of incidents, accidents and preventive actions;

(i) immediately request the collaboration of external resources in the rescue or rescue of persons, where necessary, through the Centre d'Atenció i Gestió de Trucades d'Urgència 112 or the Centre de Coordinació Operació Operativa de Catalunya (Cecat);

(j) inform users of the self-protection measures to be taken, where necessary;

(k) to participate in good coordination with the different officers (different police, maritime rescue, SEM, civil protection) who may intervene both in the surveillance and rescue, care and evacuation of affected persons; as well as other services that may be provided on the beaches
