The main components of the project are software development services for the proprietary MeMFIS system, developed with Microsoft.Net, and customizing for the reporting system, implemented using IBM Cognos. This includes maintaining, developing and adapting the system. The migration of data from the old systems must be carried out without data loss and without system failures. Even after completion of the project, MeMFIS must continue to be embedded in the overall architecture of BMZ-IT and must meet the current security requirements, classified with normal protection requirements, for web applications in accordance with BSI IT-Grundschutz and meet the requirements of accessible IT.

MeMFIS is also operated by the BMZ. The contractor must provide the client with support services, also on site, in connection with the commissioning and operation.
