Gjemnes Municipality is planning to construct a new health centre in accordance with the municipal council's decision: Reference no. 52/20
'The municipal council approves the attached room programme for a new health centre including, amongst other things, the following functions:
— 52 nursing home places,
— doctor surgery,
— health clinic,
— physiotherapy
— production kitchen'.
Gjemnes Municipality invites tenderers to a contest for:
— consultant group in the interaction phase,
— assistant project manager/builder ombudsman in the execution phase for the health centre project that is planned to be realised in 2021-2024/2025.
‘The procurement will be carried out in accordance with the Public Procurement Act dated 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) PPR 2016-08-12-974 parts I and III. The award of contract will be made in accordance with the negotiated procedure after a prior notice, cf. §13-1(2).
As a starting point, the municipality plans to hold a contest with a dialogue with tenderers.
There can be dialogue, both in the form of corrigenda and clarifications, as well as real negotiations. The municipality will make a final decision on the dialogue after the tender deadline has expired.
This means that the municipality reserves the right to hold the contest without a dialogue if this is deemed to be most appropriate. Tenderers cannot, therefore, expect a dialogue on their tender.
Attention is drawn to the fact that tenders that include significant deviations from the procurement documents will be rejected in accordance with the Public Procurement Regulations. Such a rejection will exclude any negotiations on the tender.
