PA VSTQ 13/23/07_PNRR - Open procedure for the conclusion of a framework agreement with several economic operators, pursuant to art. 54 paragraph 4, lett. a) of Legislative Decree. 50/2016, for the assignment of technical services of design, construction supervision (DL), safety coordination in the design phase (CSP) - safety coordination during execution (CSE), certificate of regular execution (CRE) - testing, based on the Public Notice for the presentation of proposals for urban, peri-urban and extra-urban forestry intervention in metropolitan cities. The Ministry of the Environment and Energy Security (MASE) on 2 May 2023 published the "Public notice for the presentation of proposals for urban, peri-urban and extra-urban forestry intervention in metropolitan cities to be financed under the National Recovery and Resilience Plan - measure 2 - component 4 - investment 3.1 "Protection and enhancement of urban and extra-urban green" - Year 2023-2024".

Given that it is the intention of the Metropolitan City of Rome to participate in the aforementioned Public Notice, not having in its staff the professional figures required by the MASE Notice for the composition of the Interdisciplinary Group to be entrusted with the design and subsequent implementation of the interventions, it is necessary to start the procedure for the selection of suitable Interdisciplinary Working Groups, in possession of the necessary requirements, as specified in the tender documents, taking into account the provisions of the MASE Public Notice in this regard.

The service covered by this assignment, as specified in detail in the Special Specifications, includes, by way of example and not exhaustively, the following services:

1. Preliminary feasibility analysis that includes the macro-areas, aggregated by homogeneous areas on an eco-systematic basis, of the constraints, the inspections and the feasibility report. The Report shall take particular account of:

I. environmental sustainability;

II. compliance with the principle of Do Not Significant Harm (DNSH) ex ante and ex post intervention, as defined in Technical Sheet 19 approved by RGS-MEF Circular no. 33/2022;

III. of the Archaeological Impact Assessment (VIARCH);

IV. of the Specialist, hydraulic, geological and landscape report.

2. Preliminary design (attached sheet 5 of the MASE Public Notice and its annexes), which also takes into account compliance with the DNSH principle;

3. Final project (PD): Documentation required by current legislation;

4. Executive project (EP): Documentation required by current legislation;

5. Safety Coordination in the Design Phase (CSP);

6. Works Management (DL) and Certificate of regular execution (CRE);

7. Execution Security Coordination (CSE);

8. Works Management (DL) for five-year cultivation treatments and Certificate regular execution (CRE).

The Design choices must be consistent with the Minimum Environmental Criteria referred to in the Decree of the Ministry of Ecological Transition no. 256 of 23 June 2022.

All the services carried out must also guarantee compliance with and compliance with the specific principles and obligations of the PNRR with regard to the DNSH principle, for which reference is made, as well as, where applicable, to the cross-cutting principles, such as, inter alia, the principle of contribution to the climate and digital objective (so-called "Contribution to the climate and digital objective").
