As measures in the Government's Action Plan against Racism and Discrimination on the grounds of Ethnicity and Religion (2020-2023) and Action Plan against Anti-Semitism (2016-2020), every 5 years studies will be conducted on the population's attitudes towards ethnic and religious minorities, especially Jews and Muslims. The studies are also relevant for the government's work against discrimination and hatred against Muslims.

Senter for studier av Holocaust og livssynsminoriteter (HL-senteret) [the Norwegian Center for Holocaust and Minority Studies] has commissioned two assignments on behalf of several ministries: Anti-Semitism in Norway? The Norwegian population's attitudes towards Jews and other minorities (May 2012) and Attitudes towards Jews and Muslims in Norway 2017. A population study and minority study.
The Ministry of Culture is hereby inviting tenderers to an assignment for a third study. The assignment is scheduled to start in 2020 and completed in 2022. A key objective of the new study is that the findings should be comparable to the two previous studies. This study must also give us increased knowledge about the youth's attitudes towards different ethnic and religious minority groups. The tenderer can suggest additional questions that must be answered in the study.
The estimated value of the contract is NOK 2 600 000 excluding VAT. The estimate is not binding for the contracting authority.
