The aim of this tendering process is to find the best supplier for Turku Energia Sähköverkot Oy's loss and self-consumption electricity and the related price hedging service. The delivery includes the following partial deliveries:
- Supply of physical loss and self-consumption electricity
- Delivery price protection services.
The procurement of electrical energy totals approximately 48.5 GWh per year, of which loss energy accounts for approximately 47 GWh and self-consumption electricity for approximately 1.5 GWh. All volumes presented are estimates, and the client does not commit to the corresponding procurement volumes.
The procurement contract for loss and self-consumption electricity and the related hedging service is concluded for a fixed term. The implementation of the contract is carried out as follows:
- The physical delivery of loss energy will start on 1.1.2025 and end on 31.12.2026.
- The contract period can be extended with two (2) two (2) year option periods for 2027 - 2028 and 2029 - 2030. The exercise of option years is subject to the approval of both parties.
According to case-law, the procurement of loss electricity is concerned with energy supply within the meaning of Section 6 (6) of the Specific Sectors Procurement Act and is therefore not covered by the Specific Sectors Procurement Act or Procurement Act
scope. However, according to section 23 of the Electricity Market Act, the network operator must procure the loss energy of its electricity network in accordance with transparent, non-discriminatory and market-based procedures. In order to fulfil the above-mentioned requirements under the Electricity Market Act, the contracting entity publishes a contract notice for the procurement.
The contracting entity procures loss and self-consumption electricity as well as protection services as a turnkey delivery. The Supplier delivers loss and self-consumption electricity to the Contracting entity as an open electricity supply.
The tender dossier shall consist of the following documents:

- Annex 1. SOC table. An Excel spreadsheet containing all the requirements set out in the invitation to tender and on which the Tenderer marks its commitment as "YES" or "NO".
- Annex 2. Price table. An Excel spreadsheet in which the Provider enters in the required form all costs to be charged to the Customer related to the delivery it offers.
- Annex 3. Hour series of loss energy 2021-2022
- Annex 4. Places of use of self-consumption electricity
- Annex 5. Hourly series of self-consumption electricity 2021-2022
- Terms of electricity sales in accordance with Finnish Energy's recommendation (currently: Terms of electricity sales SME 2014)
- General terms and conditions of public procurement (JYSE 2014 Services).
