Description:
Design study and coordination of new residential care center

See II.2.4

The Construction Program comprises the following program components:

- Fixed part:

1. Underground parking: realization of an underground (or semi-underground) parking for at least 50 parking spaces on a maximum of 1 underground level (see schedule of requirements), with a way out to the public road (Grossenknetenstraat). The size of this (semi) underground parking will be adjusted to the footprint of the WZC building; the (semi) underground parking will be realized within the footprint of the WZC building. After realization, this parking will be registered by the Contracting Authority in the parking policy plan of the municipality of Evergem for this campus and the surrounding area, in order to possibly be used (in whole or in part) as a public parking.

2. Residential care center (WZC) for 94 accommodation units in a single room with all necessary rooms (including a private administrative part) and equipment.

3. The demolition of the current Ter Caele WZC and the construction of a green, car-free care campus and care environment, including (limited to underground or semi-underground parking) additional limited above-ground private parking with around 10 parking spaces (see schedule of requirements) and the necessary lockable bicycle parking spaces and parking spaces for senior scooters.

- Conditional part:

A building or building part for the administrative headquarters (offices) of the healthcare company; the decision on the execution of the conditional part will be taken at the latest on the date of submission of the application for an environmental permit for the fixed part. See the project definition for the content. This building or building part operates separately and independently from the new residential care center. It must be possible to realize the headquarters in a second phase and separately from the residential care center. The board can choose whether or not to realize the headquarters. If the board opts not to realize the new headquarters, it must be possible for the new WZC to be realized independently and fully and to function fully.

The Ter Caele service flats, located adjacent to the current WZC at the rear, remain in use, both during the construction process and also after commissioning of the new WZC.

When designing the site, it is important to retain maximum space in function of future development (eg additional assisted living apartments).
