The City of Kotka (contracting entity, client) invites tenders in accordance with the SÄHKE2 recommendation, the Act on Information Management in Public Administration (906/2019) and the Archives Act (831/1994) and the National Archives Service (now the National Archives Service). The delivery of a case and document management system that fulfils the requirements of the regulations of the National Archives of Finland and an electronic archive (later the system entity) as a SaaS service (Software as a Service) in accordance with the invitation to tender and its appendices. The starting point for procurement is a ready-made system package delivered as an operating service that is in full production use.

The contract shall be awarded to one of the most economically advantageous tenderers (the supplier).

No partial or alternative offers are allowed.

The procurement consists of two phases, the implementation project of a turnkey system entity and the production use of the SaaS service of the system entity. The transition from commissioning project to production use takes place after the client has approved the commissioning project in writing.
