The subject of the contract is the delivery of light reconnaissance and rescue vehicles for SGRCHEM-EKO with off-road drive and SGRT in accordance with the requirements of Annex 1a, 1b and 1c to the SWZ — descriptions of the subject of the order.
- part no. 1 — delivery of 7 pieces of light reconnaissance and rescue vehicles for SGRCHEM-EKO with off-road drive in accordance with the requirements of Annex 1a to the SWZ — description of the subject of the order;
- part no. 2 — delivery of 23 pieces of light reconnaissance and rescue vehicles for SGRT in accordance with the requirements of Annex 1b to the SWZ — description of the subject of the order;
- Part No. 3 — delivery of 2 pieces of light reconnaissance and rescue vehicles for JRG in accordance with the requirements of Annex 1c to the SWZ — description of the subject of the order.

(b) be new and compliant with applicable standards.
(c) have a set of technical and operational documentation.
Supply of 7pcs light reconnaissance and rescue cars for SGRCHEM-EKO with off-road driveThe subject of the order is delivery of 7 pieces of light reconnaissance and rescue cars for SGRCHEM-EKO with off-road drive in accordance with the requirements of Annex 1a to the SWZ — description of the subject of the order.
The subject of the order shall comply with the following requirements:
(a) correspond to all the characteristics set out in the specification of the terms of the contract.
(b) be new and compliant with applicable standards.
(c) have a set of technical and operational documentation.
The warranty periods for this part of the order are indicated in the description of the subject of the order and in Chapter XXI of the specification of the contract conditions.
The Contracting Authority provides for the application of the reverse order of evaluation of tenders referred to in Article 139 of the Law of the Pzp.
The evaluation of the tenders will be carried out in accordance with the criteria for evaluating the tenders set out in Chapter XXI
1. The offer, application and the means of evidence in question (if required) submitted electronically must be signed with an electronic qualified signature in the case of contracts with a value equal to or exceeding the Union thresholds.
2. Certificates for conformity with the original shall be made, respectively, by the Contractor, the entity on whose capacity or situation the Contractor, the contractor jointly applying for the award of a public contract or a subcontractor, in the scope of documents relating to each of them. The original means a document signed with a qualified electronic signature by an authorised person/authorised person/authorised person. The certification for compliance with the original shall be electronically signed with a qualified signature by the authorised person/authorised persons.
3. Offer should be:
a. drawn up on the basis of the Annexes to this SWZ in Polish,
b. submitted using electronic means of communication, i.e. via https://kwpsp.eb2b.com.pl
c. signed with a qualified electronic signature by authorised person/authorised persons.
4. Qualified signatures used by Contractors to sign any files must comply with “Regulation of the European Parliament and of the Council on electronic identification and trust services for electronic transactions in the internal market (eIDAS) (EU) No 910/2014 - as of July 1, 2016'.
5. If the XADes external signature format is used. The Ordering Party requires the appropriate number of files, i.e. signed data files and XADes files.
6. The Contractor, no later than the deadline for submitting tenders, has the right to reserve in his offer information constituting a business secret within the meaning of the Act of 16 April 1993 on combating unfair competition (i.e. Journal of Laws of 2019, item 1010). In this case, the Contractor should extract the proprietary part of the offer in the form of independent files and load them together with the offer in the manner specified in the Instructions for using the Platform for this type of information (together with the simultaneous selection of the command “Attachment constituting a secret enterprises”). The contracting authority recommends that files containing proprietary information as a business secret be named by the contractor using the phrase “information constituting company secrets”. The Contracting Authority shall not disclose information constituting a business secret within the meaning of the provisions referred to above if the Contractor has not later than the deadline for the submission of tenders that it may not be made available and has demonstrated that the proprietary information constitutes a secret enterprise. The Contractor may not reserve the information referred to in Article 222 (5) of the Act.
7. The Contractor, through the Platform, may change or withdraw the offer before the expiry of the deadline for submitting tenders. The way to change or withdraw an offer is to delete the files that make up the offer.
8. After the expiry of the deadline for submitting tenders, the Contractor may not effectively modify or withdraw the tender submitted.
Supply of 23pcs Light Reconnaissance and Rescue Car for SGRTThe subject of the order is the delivery of 23 pieces of light reconnaissance and rescue cars for SGRT in accordance with the requirements of Annex 1b to the SWZ — description of the subject of the order.
