Oslo municipality has implemented a new investment system with preparation of concept choice reviews (KVU) and a preliminary project with steering documents, as a basis for investment decisions. The KVU and preliminary project go through external quality assurance, KS1 and KS2 respectively.

The Water and Sewage Department (VAV) has many major assignments in the coming years in which the new investment system will be used. The objective of the procurement is to enter into parallel framework agreements for preparation of concept choice reviews and steering documents. The work shall be initiated during 2015.

The tender contest was published earlier (13.2.2015), but was cancelled due to lacking contest based on the requirement the contracting authority made for participation. The tender contest is therefore republished with some altered frames.
