Description:
Follow-up of the Schengen ICT system implemented by the Norwegian Police Service and UDI in the area of justice and home affairs in the EU

The ministry is in need of one external consultant to assist with the implementation of the EU's new shared European IT systems in the Schengen area. The assistance is requested for a duration of one year, with an option for extension up to and including 2025 (1+1 year), from commencement of the contract, with an assumed need for assistance of up to 300 hours per year. Notification of an extension shall be given in writing at the latest 3 (three) months before the framework agreement expires.

The estimated value of the contract including options is from NOK 1,200,000 excluding VAT to NOK 1,500,000 excluding VAT. The estimated value is not binding for the contracting authority.

The EU has decided to develop and implement a number of new shared European IT systems in the coming years in order to, among other things, strengthen internal security in the Schengen area, facilitate more effective border control and help prevent irregular migration and terrorism. The existing systems will be further developed with new functionality for the same purpose. Norway is linked to the systems through the Schengen cooperative and other affiliation agreements.

In spring of 2022, JD underwent external quality assurance of the organisation and follow-up of the work to implement the commitments (Dovre Group August 2022). The report recommended a number of measures to strengthen the management of the projects at both the ministry and agency levels. JD will now follow up on these recommendations. In connection with this, there is a need for external assistance to strengthen JD's role as project owner both academically and administratively, particularly including strategic management of the ministry. In the future, there will be, among other things, a need for further strategic development, guidance from the ministry to the agencies and certain cooperative forums. There is also a need for assistance carrying out ongoing assessment of management documentation, status reports from the agencies associated with the extraordinary management dialogue with POD and UDI about the portfolio, consultancy to the ministry secretary of the obligations associated with Schengen and the ministry's management forum, etc.
