Description:
Winter pavement maintenance services in the 2019/2020 season

The contract includes the tasks of:

1) Task # 1:

Winter pavement maintenance services along voivodship roads No. 801, 824 and 874 in Puławy and No. 874 in Góra Puławska

2) Task No. 2:

Winter pavement maintenance services along voivodship roads Nos. 826 and 830 in the city of Nałęczów (and Piotrowice Małe)

3) Task No. 3:

Winter pavement maintenance services along voivodship roads No. 801 and 831 in Dęblin

4) Task No. 4:

Winter pavement maintenance services along the former national road No. 17 in Ryki

5) Task No. 5:

Winter pavement maintenance services along voivodship road No. 874 in the area of: Końskowola, Kurów, Markuszów and Garbów, former national road No. 17 in Moszczanka and Żyrzyn, and voivodeship road No. 824 on the section: Żyrzyn - Puławy


Task No. 1: Winter pavement maintenance services along voivodship roads No. 801, 824 and 874 in Puławy and No. 874 in Góra Puławska

The scope of services is:

Sidewalks and bicycle paths - 27,472.00 m; 67 098.50 m 2

Dividing islands and asylum for pedestrians - 2,212.00 m; 5 211.00 m 2

Total - 29 684.00 m; 72 309.50 m 2 .

1. A detailed list of sections of pavements, bicycle paths, separating islands and asylum for pedestrians is included in Annex 1 to the Bill of Quantity.

2. The maximum number of shares: 60 days in the flat-rate scheme - a flat-rate per day.

3. The Purchaser, depending on weather conditions, reserves the right to reduce the scope of services by reducing the number of days for their implementation.

4. The obligations of the Contractor shall include:

a. mechanical and manual snow removal in places inaccessible to the equipment - pavements, bicycle paths, separating islands and asylum for pedestrians in such a way that the layer of snow left behind does not exceed 2-3 cm and forms an even surface. It is unacceptable to leave on the snow-covered sections a layer of glaciated snow or ice forming an uneven, wavy surface;

b. uniform sanding of snow-covered surfaces along the entire width. It is unacceptable to scatter lumpy sand and the occurrence of discontinuities in spreading;

c. if due to the excessive amount of snow it will be necessary to remove it - removing snow twice from the so-called Dutch Town (streets: Zielona, Kazimierska, Włostowicka). The export order will be forwarded to the Contractor by the Employer in writing by fax or e-mail. The Contractor should calculate the costs of these exports in the unit flat price;

d. performing activities related to snow removal and sprinkling with roughening material on an ongoing basis, depending on weather conditions and conditions on pavements in order to ensure the maintenance standard referred to in point 4 a and b.

In the event of snow or rain, the Contractor should start sprinkling the pavements immediately after the rain stops. After spreading on the pavements, an even thin layer of sand should be maintained to prevent winter slipperiness;

e. the Contractor makes the decision about the necessity of snow removal or sprinkling;

f. immediately proceeding, in particular between 5:00 and 7:00 and 14:00 to 16:00, to sprinkle the surface in the event of winter slipperiness or reasonable suspicion as to the possibility of its occurrence regardless of rainfall;

g. securing and keeping equipment and machinery ready, together with the support provided for the contract;

h. providing own repair and renovation service for equipment intended for the provision of services;

i. in-house protection of slippery materials.

j. loading materials with your own equipment and at your own expense;

k. from the control, the representative of the Employer will draw up a report in which he states the performance / non-performance of the service, or set a maximum time limit of 2 hours for making necessary corrections to the service rendered;

l. stating in the control report that the service has not been performed will result in the non-payment of the lump sum for the given day / departure, as well as the charging of penalties provided for in the contract.


Task No. 2: Winter pavement maintenance services along voivodship roads No. 826 and 830 in the city of Nałęczów (and Piotrowice Małe)

The scope of services is:

Sidewalks - 11,340.00 m; 18 473.50 m 2

1. A detailed list of pavement sections is included in Annex 1 to the Bill of Quantity.

2. The maximum number of shares: 60 days in the flat-rate scheme - a flat-rate per day.

3. The Purchaser, depending on weather conditions, reserves the right to reduce the scope of services by reducing the number of days for their implementation.

4. The obligations of the Contractor shall include:

a. mechanical and manual snow removal in places inaccessible to the equipment - pavements, bicycle paths, separating islands and asylum for pedestrians in such a way that the layer of snow left behind does not exceed 2-3 cm and forms an even surface. It is unacceptable to leave on the snow-covered sections a layer of glaciated snow or ice forming an uneven, wavy surface;

b. uniform sanding of snow-covered surfaces along the entire width. It is unacceptable to scatter lumpy sand and the occurrence of discontinuities in spreading;

Task No. 3: Winter pavement maintenance services along voivodship roads No. 801 and 831 in Dęblin

The scope of services is:

Sidewalks and bicycle paths - 7,281.00 m; 16,248.00 m 2

1. A detailed list of pavement sections and bicycle paths is included in Annex 1 to the Bill of Quantity.

2. The maximum number of shares: 60 days in the flat-rate scheme - a flat-rate per day.

3. The Purchaser, depending on weather conditions, reserves the right to reduce the scope of services by reducing the number of days for their implementation.

Task No. 4: Winter pavement maintenance services on the former national road No. 17 in Ryki

The scope of services is:

Sidewalks - 3,141.00 m; 6 498.00 m 2

1. A detailed list of pavement sections is included in Annex 1 to the Bill of Quantity.

2. The maximum number of shares: 60 days in the flat-rate scheme - a flat-rate per day.

3. The Purchaser, depending on weather conditions, reserves the right to reduce the scope of services by reducing the number of days for their implementation.

4. The obligations of the Contractor shall include:

a. mechanical and manual snow removal in places inaccessible to the equipment - pavements in such a way that the layer of snow left behind does not exceed 2-3 cm and forms an even surface. It is unacceptable to leave on the snow-covered sections a layer of glaciated snow or ice forming an uneven, wavy surface;

b. uniform sanding of snow-covered surfaces along the entire width. It is unacceptable to scatter lumpy sand and the occurrence of discontinuities in spreading;

j. from the control, the representative of the Employer will draw up a report in which he states the performance / non-performance of the service, or set a maximum time limit of 2 hours to make necessary corrections to the service rendered;

k. stating in the control report that the service has not been performed will result in the non-payment of the lump sum for the given day / departure, and will also include penalties provided for in the contract.


Task No. 5: Winter pavement maintenance services along the road 874 in the area of: Końskowola, Kurów, Markuszów and Garbów, former DK 17 in: Moszczanka and Żyrzyn and roads of the voivodeship 824 Żyrzyn - Puławy

The scope of services is:

Sidewalks - 25 010.00 m; 44,546.45 m 2

1. A detailed list of pavement sections is included in Annex 1 to the Bill of Quantity.

2. The maximum number of actions carried out: a maximum of 8 trips in each of the localities in the intervention system - a flat rate for the trip.

3. The Purchaser, depending on weather conditions, reserves the right to reduce the scope of services by reducing the number of days for their implementation.

4. The obligations of the Contractor shall include:

a. mechanical and manual snow removal in places inaccessible to the equipment - pavements in such a way that the layer of snow left behind does not exceed 2-3 cm and forms an even surface. It is unacceptable to leave on the snow-covered sections a layer of glaciated snow or ice forming an uneven, wavy surface;

b. uniform sanding of snow-covered surfaces along the entire width. It is unacceptable to scatter lumpy sand and the occurrence of discontinuities in spreading;

c. performing activities related to snow removal and sprinkling with roughing material on an ongoing basis, depending on weather conditions and conditions on pavements in order to ensure the maintenance standard referred to in point 4 a and b.

In the event of snow or rain, the Contractor should start sprinkling the pavements immediately after the rain stops. After spreading on the pavements, an even thin layer of sand should be maintained to prevent winter slipperiness;

d. the Purchaser decides about the need to commence the service;

e. The Contractor shall commence the service within 4 hours of being notified (by phone or e-mail) by the Employer of the need to commence work;

f. securing and keeping equipment and machinery ready, together with the support provided for the contract;

g. providing own repair and renovation service for equipment intended for the provision of services;

h. self-protection of materials to combat slipperiness;

i. loading materials with own equipment and at its own expense;

j. immediately providing authorized employees of the Employer, through persons servicing vehicles and equipment, with information on the current condition of pavements, bicycle paths, separating islands and asylum for pedestrians at the start and end of the provision of services on individual sections and hazards caused by weather conditions.

5. Terms of the contract:

a. The Contractor undertakes to conclude, at his own expense, relevant civil liability insurance contracts for the duration of the contract.

The insurance covers contractual and tort civil liability for damages and consequences of accidents related to employees and third parties, arising in connection with ongoing works, including the movement of motor vehicles. Required insurance sum not less than the value of the given order (task) for 1 and all events.

b. The decision to start and end the season of performing the services covered by the contract will be made by the Head of the Provincial Roads District in Puławy.

c. The Awarding Entity reserves the right to check the performance of services. The check will be carried out between 9: 00-11: 00 with the participation of the Contractor's representative indicated in the contract. No Contractor's representative does not suspend the inspection activities. The contractor will be informed about the control by phone, e-mail or fax 2 hours before it is carried out.

d. From the control, the representative of the Employer will draw up a report in which he states the performance / non-performance of the service, or set a maximum time limit of 2 hours to make necessary corrections to the service performed.

e. Stating in the control report that the service has not been performed will result in the non-payment of the lump sum for the given day / departure, and will also include penalties provided for in the contract.
