The purpose of the contract is to provide the COM with expertise in enhancing simplification of ERDF/CF implementation and developing and promoting results-based approaches (e.g. simplified cost options (SCOs), financing not linked to costs) as well with the technical support in managing and developing the ERDF/CF Transnational Network (TN) on (SCOs). Specific objectives are:

(i) provide expertise in developing and promoting measures to reduce the administrative cost and burden in ERDF/CF operations and encouraging MSs to implement smarter administrative practices as well as in setting up and promoting SCOs and other results-based approaches;

(ii) support the strategic orientation, coordination of TN;

(iii) support the organization and facilitation of TN meetings;

(iv) support the preparation of TN deliverables;

(v) support the preparation and conduct of surveys and analyses;

(vi) support the exchange of good practices, key recommendations and proposals, emerging from TN work.

Expertise for the COM in enhancing simplification in the implementation of ERDF/CF and in developing and promoting results-based approaches. Technical support to the COM in managing and developing the ERDF/CF Transnational Network on SCOs.
