Sportpark Rheinhöhe - New construction of a leisure pool with ice rink, Wiesbaden; Project management services
1. Initial situation:
At the Rheinhöhe Sports Park, the replacement of a leisure pool with an ice rink is to be built for the municipal swimming pool operation mattiaqua. In December 2017, SEG Stadtentwicklungsgesellschaft mbH was commissioned with the overall management and planning for the project.
In August 2018, the general planning services for the new building were put out to tender throughout Europe. The award procedure for the general planning included the development of a concept on the area of approx. 39,000 sqm available for the new building at the Rheinhöhe Sports Park. The award was made in mid-2019 by SEG to the authors of the winning concept of ARGE asp Architekten GmbH / Planungsbüro Deyle from Stuttgart, which emerged from the procedure.
The new building replaces the previous uses of the leisure pool in Mainzer Straße and the Henkell artificial ice rink in Hollerbornstraße. A neighbourhood sauna, the thermal construction yard, gastronomy and the administration of mattiaqua will also be integrated into the new building. Including the underground car park, the new building covers an area of around 30,000 sqm GFA. By merging the different uses, spatial and energy synergies and thus reductions in construction and operating costs are expected.
With the establishment of the uses at the Sportpark Rheinhöhe site, it will be upgraded as a central sports location in the Wiesbaden city area. On Konrad-Adenauer-Ring, a new spatial layout is being created in terms of urban development, which takes into account the location in the urban area through its appropriate presence. The existing sports hall on Konrad-Adenauer-Ring will be integrated into the overall concept, and the currently existing ground-level parking spaces of the sports hall will be proven in the underground car park of the leisure pool in the future. Replacement locations are currently being created for the other existing uses (training ground, beach volleyball, sports office depot), and the dismantling of the existing buildings and open spaces on the construction site must take place before the start of construction for the new leisure pool with ice rink.
In July 2022, the municipal committees passed a resolution on the execution of the construction project. The design planning for the building construction project, including the result of the plausibility check, was acknowledged by the committees and the execution for the new construction of the leisure pool with ice rink was approved. The approval plan was drawn up by the end of 2022, and the building application was submitted in December 2022. According to the cost calculation of March 2022, the total costs were calculated at around 124 million euros net, which also includes the costs for dismantling, all ancillary construction costs and the costs for the land-use planning procedure.
Parallel to the development of the building construction plan, planning law for the construction project was created, the statutory resolution for the development plan and the resolution to amend the land use plan were passed in December 2022.
The dismantling of the existing buildings and outdoor facilities on the construction site is scheduled for the third quarter of 2023, construction is scheduled to begin at the end of 2023 / beginning of 2024, and the building complex is to be put into operation in mid-2027 after a 3 1/2-year construction period.
The services for the project management and project control for the new construction of the leisure pool with ice rink were provided by SEG up to work phase 4 and the start of work phase 5 of the property planning. Within the framework of this award procedure, the project management services according to AHO are to be awarded to an external office from project stage III onwards.
2. Participants:
Mattiaqua, as an in-house company of the state capital Wiesbaden, has commissioned SEG Stadtentwicklungsgesellschaft mbH with the overall planning and control as well as the execution of the construction work for the new construction of the leisure pool with ice rink with a total volume of around 124 million euros net. Part of the commissioned services is the dismantling of the existing buildings and open spaces at the Rheinhöhe Sports Park. Mattiaqua has entrusted SEG with all client tasks for the above-mentioned services, taking into account the framework conditions and approvals decided by the municipal committees. SEG has provided all planning services up to service phase 4 (HOAI), including project management and project management. From work phase 5 HOAI, the project management (according to AHO) for the building construction project is to be outsourced to an external office, the project management will continue to be provided by the SEG.
The general planning for the service phases 1-9 HOAI was commissioned to the ARGE asp Architekten GmbH / Planungsbüro Deyle from Stuttgart, whose services will be called up in stages. Currently, work phase 5 is underway. For the construction work, the award of contracts in individual trades by SEG is planned.
Additional necessary expert opinions and further planning will also be commissioned by SEG if required. In addition, the city council decided on 14.07.2022 that mattiaqua as the client will be commissioned to implement external project-related controlling and to provide regular information on the results in the works commission and committees in order to ensure performance-based planning. The contract for controlling was awarded to GFP Goldschmidt Fischer Schütz Projektmanagement mbH.
The municipal swimming pool operation mattiaqua is subject to the decisions of the works commission and the city council of the state capital Wiesbaden.

4. Subject matter of the services to be commissioned:
On the basis of the existing planning status for the building construction project (completion of work phase 4 HOAI, currently working on work phase 5 HOAI), the following services are to be awarded:
- Project management services according to the scope of services and remuneration of the Committee of Associations and Chambers of Engineers and Architects (AHO), No. 9 including supplements, current status at the time of the award.

- Risk management according to chap. 5, Issue No. 19
- Commissioning management according to chap. 8, Issue No. 19
- Technical commissioning management according to chap. 9, Issue No. 19
- As an optional special service, the provision of your own CDE (Common data environment) or the integration of a CDE of an external operator (data exchange and documentation) should be offered.
The measures for the relocation of the existing uses as well as the dismantling of the buildings and open spaces at the Sportpark Rheinhöhe are not part of the externally outsourced management services.
The object of the contract for the project management services is the basic services and special services according to Annex 1a, which are to be awarded in stages for the following project stages:

In addition to the services described above from project stages III - V, the provision of partial services from the first project stages I (project preparation) and II (planning) according to AHO is required as a basis for the provision of services for project stages III-V, in particular from the areas described as follows (including coordination dates with the client):
1 Induction, analysis and organization:
a) Review and familiarization with the existing project documents from service phases 1-4
b) Analyzing, evaluating and conceptualizing the areas of action, taking into account the already existing project structures and project results
c) Analysis and evaluation of the existing organizational, information and communication structure, establishment and coordination of an organizational and project structure as well as a project manual in coordination with the client.
d) As a first result of the induction phase, a report should be submitted that proves the readiness of the project management as well as the start of the start of construction ("project readiness"). The report should also include sub-items 2, 3 and 4 (see below).
It should be noted that due to the advanced project status (LPH 5/6), a usual familiarization phase cannot be assumed. Especially at the beginning of the project, a high level of personnel deployment must be provided due to the many tasks to be worked on in parallel.
2 Communication:
a) Establishment and implementation of a comprehensive communication structure including participation in the selection of a suitable CDE in coordination with the client and integration of the project participants.
This applies to all areas of communication, information, documentation and protocol required for the implementation of the project.
b) As an optional special service, the setup / provision for the operation of your own CDE (data exchange and documentation) should be offered.
3 Cost:
Viewing, checking the plausibility and continuation of the previous cost tracking including setting up project-specific cost tracking with a suitable database / database-supported tool in coordination with the client. The transfer of the previous data takes place via an Excel file.
4 Deadline:
Preparation and coordination of the control schedule for the entire project (general schedule) on the basis of the existing overall schedule of 28.07.2022.
