The Contracting Authorities shall enter into a Framework Agreement for the procurement of playground equipment with the accompanying ground work and assembly. The Contracting Authorities are Bergen, Askøy, Fjell, Voss, Lindås, Meland, Radøy, Fusa, Vaksdal and Modalen municipalities. The Framework Agreement shall be restricted to assignments with a value of up to 300 000 NOK excluding VAT. Assignments with a larger value shall be awarded through a dynamic procurement system that will be announced separately and which is not part of this contract.
The Contracting Authorities require playground equipment that children and youths want to use, which leads to activity and play that challenges both physical mastering, fantasy and cooperation.
Municipal playgrounds include playgrounds connected to nurseries, combined nursery and primary schools, primary schools, combined primary and secondary schools and public nurseries.
The aim of the Framework Agreement is primarily to ensure continual operation of existing playgrounds, including replacing old apparatuses, supplementing with new apparatuses, repairs, improvements and replacing parts. The Framework Agreement shall also be used for the renovation of playgrounds and the establishment of play areas within the mentioned cost limit.
The tenderer shall carry out ground and terrain work that is required for the installation of apparatuses, lay a surface to break falls and any other work included in the contract. Furthermore, the surrounding terrain shall be put into order after the work has been completed. This involves laying soil, sowing, planting, light asphalt work, etc. Rough site work (e.g., pigging, blasting, thawing or comprehensive ground and terrain work) is not included in the Framework Agreement.
Based on the maximum assignment value per call-off (300 000 NOK excluding VAT) and the Framework Agreement's purpose, the Contracting Authority sees the contract as a supplies contract, however with a significant amount of construction and site services.
Consideration has been given to splitting the contract, but, out of consideration to the Framework Agreement's size and the limit for each call-off, it is most appropriate for the Contracting Authority to have 1 supplier, amongst other things so as to limit resources involved in contract follow-up.
