M22TBNT24: Maintenance in operational condition (MCO) of floating port assets, small tonnage boats and port manoeuvring machines mainly based on the Mediterranean coast.

This opinion concerns a defence or security contract for the purpose of "Maintenance in operational condition (MCO) of floating port assets, small vessels and port manoeuvring equipment mainly based on the Mediterranean coast".

This is a composite framework agreement partially with purchase orders. Pursuant to Articles R2313-2, R2391-8 to R2391-10 of the Public Order Code, it includes one or more optional tranche(s) according to terms that will be explained in the consultation file. The firm tranche includes a firm share and a purchase order share executed in accordance with the provisions of Article R. 2362-8 of the Public Order Code and orders for supplies or services intended to meet any technical hazards pursuant to Articles R. 2372-19 to R. 2372-21 of the Public Order Code.

The framework agreement is single-attributed.

Chosen procedure:

It is passed according to a procedure with negotiation in accordance with the provisions of Articles L. 2324-3, R. 2324-3 and R. 2361-8 to R. 2361-11 of the Public Order Code.

Description of services:

The planned services, to ensure the maintenance in operational condition of ships, means and port equipment (referred to as "units") according to the perimeter defined in section II.2.1 of this notice, are in particular the following:

- ship check at market entry allowing the holder to establish the reference state of the units in availability,

- overall industrial project management, project management, management, MCO engineering (including updating of the technical reference system and technology watch ...) and MCS services,

- kept in service to meet the availability requirements of the units concerned,

- major, intermediate and routine preventive maintenance in technical stoppages, and technical shutdowns of withdrawal from active service, parts and labor (mainly in the fields: hull, propulsion, electricity, electronics, automation, auxiliaries, refrigeration...), including site management, site logistics and safety,

- MCO services triggered as and when needed (interventions on damage with expertise and / or repairs, services identified at the package),

- supply and repair of spare parts, associated logistical support,

- Hot line services.
