The subject of the contract is the collection and management of municipal waste generated and collected on all real estate where residents live, located within the administrative boundaries of the Konopiska Commune.

The scope of the contract is the collection and management of the entire stream of municipal waste transferred by the owners of real estate located in the abovementioned municipalities where the inhabitants reside, in a manner ensuring achievement of appropriate levels of recycling, preparation for re-use and recovery by other methods and reduction of the mass of biodegradable municipal waste transferred for storage as part of the entrusted task.

The basic obligations of the Contractor include:

1) collecting and managing the entire stream of municipal waste transferred by the owners of real estate located in the Konopiska Commune where the inhabitants reside, in accordance with the waste collection schedule approved by the Employer;

2) waste management in a manner consistent with waste management principles set out in the Act of 14.12.2012 on waste, environmental protection requirements and the Waste Management Plan for the Śląskie Voivodeship;

3) achievement, in accordance with art. 3b paragraph 1 and art. 3c paragraph 1 of the Act of 13.9.1996 on maintaining cleanliness and order in municipalities and executive ordinances to the abovementioned the Act, assumed recycling levels, preparation for re-use, recovery by other methods and reduction of the mass of biodegradable municipal waste transferred for storage as part of the entrusted task;

4) the use of specialized vehicles and ensuring a sufficient number of these vehicles, ensuring timely and qualitative performance of the material scope of the service;

5) having a vehicle location monitoring system and providing the Employer with unlimited access to this system;

6) enabling the representatives of the Employer to comprehensively control the way the Contractor performs the service;

7) timely delivery of monthly reports and reports required from the Contractor in accordance with the Act of 13.9.1996 on maintaining cleanliness and order in municipalities;

8) Equipping waste collection points in multi-apartment buildings with the necessary collection containers and property owners with the necessary bags;

9) Management of collected waste by sending it for recovery or disposal in accordance with applicable law. Mixed municipal waste (code 20 03 01) and green waste (code 20 02 01) should be forwarded to the regional municipal waste treatment installations (RIPOK) indicated in the offer. In the event of the transfer of the above waste to substitute installations, the Contractor is obliged to submit a document confirming the refusal to accept waste by RIPOK. The document should be submitted with waste transfer cards;

10) Submission of a report on the implementation of the service once a month:

- providing waste transfer cards, in accordance with the ordinance of the Minister of the Environment of 12.12.2014 on sample documents used for the needs of waste records (Journal of Laws of 2014, item 1973, as amended),

- providing information on the quantity, size and place (property address) of empty mixed waste containers (code 20 03 01),

- providing information on the quantity, size, type and place (real estate address) of collected bags and empty containers with sorted waste,

- providing information on the mass (Mg) and type (waste code and name) of waste collected from real estate,
