The purpose of this framework agreement is to entrust one or more candidates with the provision of communication services including the communication strategy, the creation, design and implementation of communication actions, mandates for the purchase of advertising space , the distribution of communication media and other technical services on behalf of Nîmes Métropole.
Institutional communicationTarget groups: individuals, businesses and associations in the territory as users of public services and beneficiaries directly concerned by the public policy implemented by the agglomeration (users of public transport, users of collection and processing services household waste, water consumers, etc.):
- stay on standby and identify the needs of users and the added value of the community,
- make each message practical, intelligible, accessible and credible,
- make known and recognize the role of the community in its services & projects,
- deal with crisis communication (floods, fires, etc.).
Territorial communicationTarget groups: individuals, companies and associations from Nîmes Métropole, residing there or not, proud ambassadors of their territory, of its quality of life, of its initiatives, and able to participate in its influence; individuals and companies residing outside the territory, tourists and companies likely to come and settle there (territorial marketing):
- promote events, actors and their positive initiatives in the region,
- strengthen the link between member municipalities & inhabitants (living together),
- identify and promote the assets of the agglomeration,
- promote the agglomeration at national, European and even international level.
Citizen communicationTarget audiences: individuals as citizens, businesses and associations of the territory as stakeholders in the life of the city, actors of participatory democracy and co-constructors of current and future public policy, eager to be concerted, whatever their age and area of expertise:
- support changes in behavior and in society,
- lead the dialogue and co-construction of public policy with the population,
- mobilize the actors of local life,
- implement innovative strategies, actions and tools.
