This procurement consists of a so called turnkey delivery of one (1) 118/15,75 kV 175 MVA Generator step-up transformer ("Main Delivery") for Forssa reserve power plant.

Furthermore, it is contemplated that the procurement will include the following options:

(i) an option to procure one (1) optional generator step-up transformer 118 kV and 175 MVA,

(ii) one (1) 15,75/6,3 kV 8 MVA transformer, and

(iii) optional spare parts ("Optional Spare Parts").

Fingrid reserves its rights to specify and/or leave out any of the options during the negotiations.

GENERAL

Fingrid Oyj, the Finnish national transmission system operator, is initiating this procurement process for one (1) 118 kV 175 MVA Generator step-up transformer.

With this invitation to participate Fingrid is looking for capable and interested candidates to provide the needed power transformers. In our operating model, the network of services and good suppliers as well as good co-operation between different contractual partners are especially important. We require all our contractual partners to be aware of Fingrid’s significant duties as responsible transmission system operator in Finland and to commit to responsibility of the economic, social and environmental impact of their operations.

The delivery of transformer, including all needed transportation and erections, will be performed as turnkey deliveries.

DELIVERY

Delivery of one 118/15,75 kV, 175 MVA generator step-up transformer (GSU) including:

- Manufacturing of transformer with fittings and accessories

- Testing,

- Sea transportation to Finland,

- Transport to the site in Finland. The Supplier may choose the means and route of transportation.

- Unloading on the foundation, erection, testing and commissioning at site.

- All organizational work needed for logistics: arrangement of transportation from factory to site, customs clearance and forwarding

Detailed schedules shall be given at a later stage of the procedure.

PRELIMINARY SCHEDULE OF THE PROCUREMENT

Fingrid will use the negotiated procedure for this procurement of step-up transformer.

The negotiated procedure will tentatively go as follows. Fingrid, however, reserve all rights to revise and edit the schedule during the process.

APPLICATIONS AND THEIR EVALUATION

All applicants, who have submitted the application within the set deadline and who meet the minimum requirements set for the candidate’s eligibility will be selected to the negotiated procedure.

SELECTION DECISION

The selection decision will be taken as soon as possible after the Application deadline.

NEGOTIATIONS

Negotiations with all selected candidates will take place tentatively during November. Invitations to negotiations will be sent out when to the selected candidates when the pq-phase has ended.

FINAL CALL FOR TENDER

When the negotiations phase has ended, Fingrid will launch the final call for tender.

SUBMISSION OF TENDER PERIOD GUARANTEE

The final tender will be conditional upon the submission of a 50.000€ tender period guarantee as set forth in section III.1.6). Should any tenderer fail to provide the required tender period guarantee by the final tender deadline, such tender shall not be evaluated and shall be excluded. The requirements of the tender period guarantee is set forth in section III.1.6) and Appendix 1.

The applicants do not need to provide any guarantees with the application to participate. This is only for information, with the aim of preparing any potential applicant for the upcoming requirements.
