Arbeidstilsynet [the Norwegian Labour Inspection Authority] wants to use this notice to enter into a framework agreement with one supplier for further development of the Norwegian Labour Inspection Authority's web pages. The contract includes:

1) arbeidstilsynet.no (main website),

2) risikohjelpen.arbeidstilsynet.no (risk assessment tool),

3) nemndene.no (modified and reskinned version of arbeidstilsynet.no).

The website and functions connected with this are based on EPiServer CMS.

The Norwegian Labour Inspection Authority wants to connect with a supplier who can further develop the services the Norwegian Labour Inspection Authority offers on the internet. The assignment and maintenance services include:

— maintenance, troubleshooting and updating;

— development of new functionality;

— interaction design and user testing;

— graphic design based on the Norwegian Labour Inspection Authority's design manual;

— consultancy services to ensure that the websites follow requirements for universal design;

— other consultancy services necessary to ensure that the websites are user-friendly and of high quality;

— development of new websites for the Norwegian Labour Inspection Authority.

The tenderer must be able to provide a development and test environment for client verification/testing.

The framework agreement will have a 2-year duration with the unilateral opportunity for the contracting authority to extend the contract for a further 1 year + 1 year. The maximum duration of the framework agreement after this will be 4 years.

The anticipated scope and volume of the framework agreement is between NOK 0.5 million and NOK 2 million per year.

NB: this is only based on expectations and experience figures and is in no way binding on the contracting authority in connection with call-offs or orders. Particular attention is drawn to the fact that budget priorities can bring the scope of the framework agreement significantly under this estimate.
