The Landkreis (Landkreis Birkenfeld), the Zweckverband Schiebelwendungsverkehr Rheinland-Pfalz Süd and the Zweckverband Rail Passenger Transport Rhineland-Palatinate Nord intend to jointly contract a public service contract for the provision of passenger transport services in the Rh Public transport by road (ÖSPV) for a period of 10 years from the start of operation on 1.8.2022. The public service contract shall consist of two bundles of lines:

1st line bundle “Birkenfeld Nord” with lines 800, 820, 840, 845, 850, 851, 855, 856/875, 860, 865, call taxi lines (RT) 869 and 879

The line bundle “Birkenfeld North” is divided into the following non-resident:

— Lot 1 covers the lines: 800, 840, 845,

— Lot 2 includes lines: 820, 850, 851, 855, 856/875, 860, 865, RT 869/879.

2nd line bundle “Birkenfeld South” with lines 823, RT 822, RT 828, RT 829, 830, 835, 870, 880, RT 899 and 890

The line bundle “Birkenfeld South” is divided into the following non-resident:

— Lot 3 includes lines: 823, RT 822, RT 828, RT 829, 830, 880

— Lot 4 includes the lines: 835, 870, 890, RT 899.

The public service contract is designed as a gross contract, i.e. the contractor (operator) receives an annual grant from the contracting entities to cover all services to be provided by the operator. The fare revenues, statutory compensation and any services provided by third parties shall be collected by the operator and deducted from the contracting entity's subsidy.

During the duration of the public service contract, changes in the content, scope, defined quality and other operating standards may occur, for example as a result of changes in transport demand, changes in the financial environment or as a result of the update of the public transport plan. In such cases, contracting entities may require an appropriate adjustment to the public service contract (additional and underperformance, service change). The modalities of adaptation shall be laid down in the public service contract.
