The Contracting Authority provides that, pursuant to Article 139 (1) of the Pzp Act, it shall first examine and evaluate the tenders and then make the qualification of the contractor whose offer has been highest assessed in the absence of grounds for exclusion and compliance with the conditions of participation in proceedings.
