Structural design according to HOAI 2021 § 51 Part 4, Section 1, Work Phase 1-6
The project "Quartier am Neuen Rathaus" consists of the closed building ensemble between Maxplatz and Vorderer Graben.
The quarter is a cityscape ensemble along the Baroque axis in the center of the UNESCO World Heritage Site, which is subject to ensemble protection as well as individual monument protection in parts.
The affected buildings are mainly used as an administrative location for the city administration. In the parts of the building along Hauptwachstraße, commercial units are housed on the ground floor.
The aim of the general renovation is to repair the building envelope and building statics, including energy improvements, repairing room shells, modernizing sanitary facilities and installing new building technology, including digital media and modern building management technology. In addition, the buildings must be tested for fire protection requirements and accessibility must be established as far as possible. The uses are to be maintained as far as possible, and the inner courtyards require upgrading and redesign. The existing room concept of the Maxplatz administrative unit must be reviewed with regard to citizen-friendliness and, if necessary, optimised.
The ensemble is located in the heart of Bamberg's city centre. Particular attention should be paid to construction logistics and public relations. It is also necessary to interrupt the use of the commercial units for as short a time as possible and to maintain operations.
In addition, the restructuring of the administrative unit must be carried out, if possible in sections, while maintaining administrative operations if necessary.
The measure is a high-level funding project. A special requirement for the project is that it is based on the silver certificate according to BNB (Sustainable Building Evaluation System). For this purpose, the following two goals were defined as a performance control:
1. Risks to the local environment:
The use of construction products that pose a potential risk to the environment and health due to their pollutant content should be reduced or avoided as early as the planning phase. In order to keep the risks to the local environment as low as possible, a careful selection of low-pollutant and low-emission building products is required. The following quality levels are sought:
- for newly introduced materials, quality level 5
- for existing materials, quality level 4
A comprehensive investigation of contaminated sites has already been carried out.
2. Sustainable material extraction / biodiversity:
For this criterion, at least quality level 3 should be achieved. For this purpose, at least 80% of the wood, wood products and/or wood-based materials used will be proven to use wood products from sustainable forestry. this is proven by presenting a recognized certificate and the associated CoC certificate.
Note: Parts of the façade of the Maxplatz 3 property have already been partially renovated. Here, the natural stone components and façade plasters were repaired as well as a window replacement or restoration repair. The quality must be continued accordingly.

2022/23: Preliminary investigations and first work phases, invitation to tender for specialist planners
2024/2025: Work planning and tendering
2025-2028: Construction period
2029: Final invoices and proof of use
At the same time as the present call for tenders, it is intended to tender the specialist planning of the technical building equipment as well as the structural design, so that a timely start of the project can be guaranteed.
