This procurement is being conducted by Taunton Deane Borough Council under the Restricted Procedure pursuant to Regulation 28 of the Public Contracts Regulations 2015 as amended (the 2015 Regulations). At the time of writing Taunton Deane Borough Council and West Somerset Council have received Secretary of State approval for the formation of a new Council from 1 April 2019 — any contract will novate to the newly formed Council to be named Somerset West and Taunton.
The Council seeks to appoint a suitably accredited and demonstrably experienced Principal Contractor to undertake the design and construction of Coal Orchard Development under an NEC 3 Engineering and Construction Contract (Option A) with secondary options and z clauses as set out in the procurement documents.

This procurement is being carried out by Taunton Deane Borough Council (TDBC). TDBC want to select a Principal Contractor to provide the Works described in this ITT.
This procurement is being conducted under the Restricted Procedure pursuant to Regulation 28 of the Public Contracts Regulations 2015 as amended (the 2015 Regulations). Subject to there being a sufficient number of Applicants expressing interest and passing the Minimum Standards described in Part 2 of this SQ, the Authority’s intention is to invite a minimum of 3 and a maximum of 5 Applicants to participate at tender stage based on their ranking against the scored questions. In the event that more than one Applicant achieves the same score in fifth place, the Authority reserves the right to invite all or none of the fifth place Applicants to the Tender stage.
The construction works shall comprise site works including necessary 278 works, site access roads, earthworks, enabling works, new statutory services connections including to existing, access roads, 42 space car park (inc 2nr accessible and 3nr electric car charging points), landscaping/public realm, steps to river frontage and drainage. Certain off site works, including services, drainage and highways works are identified in the works information and will form part of the works.
