The municipality of Siegsdorf is the property owner of the plots of land no. 72, 72/2, 75/1, 62/2 and 62 with a total of 3,561 m² of land area at Kardinal-von-Faulhaber-Platz. On these plots are the former Gasthof zur Neuen Post, the municipal ballroom and the so-called "Boschhaus". With regard to the local conditions and specifications, reference is made to the task for the conceptual presentation of the planning and execution (procurement document A – Annex A.2. and Annexes 1 to 8). The Kardinal-von-Faulhaber-Platz serves the community due to its location to the parish church and the ballroom for numerous events, and is therefore an important and central place within the community. The former Gasthof zur Neue Post has not been accessible or usable for some time due to the poor structural condition, and is planned by the municipality for demolition in 2022.
The former Bosch building is no longer usable, especially on the upper floors, due to structurally constructive and use-specific defects that have also been identified. The ground floor of the front building is still partly in use. The entire building is also to be demolished due to economic and use-specific considerations in the course of the realization of the entire project.
Along with the structural situation of these two buildings, the offer of public parking spaces at the site and in the immediate vicinity - especially at events in the ballroom and when church use - is no longer sufficient for the community. Furthermore, there is still no central meeting point/location for a citizens' meeting and/or club uses in the municipal area.
Therefore, the municipality is planning an urban planning and use-specific reorganization at the site.
The overall project comprises 5 five project contents, which are to be processed in an overall urban development solution:
• Project content 1: Community centre with underground car park;
• Project content 2: Improvement of the situation in the ballroom;
• Project content 3: Boschhaus project with underground car park;
• Project content 4: Improvement of the parking situation;
• Project content 5: Church square design;
With regard to the current situation and the objectives regarding of the individual project contents, reference is made to the description in the task for the conceptual presentation of the planning and execution (procurement document A – Annex A.2.).
Services of property planning (buildings and interiors) for the project contents 1, 2, 4 and 5 according to §§ 34 Abs. 4, 35 Abs. 7 HOAI, service phases 1-9.
The services are commissioned in stages for project contents 1, 2, 4 and 5, initially stage 1 (service phases 1 and 2) in accordance with the attached architect contract (procurement document E – E.1.).
The client reserves the right to transfer further service phases, service levels – in whole or in part. There is no legal entitlement to the transfer of these services.
In addition, property planning services (buildings and interiors) are commissioned for project content 3 in accordance with §§ 34 (4), 35 (7) HOAI, service phases 1 to 4. The service phases 5 to 9 are not to be offered, as the project is to be economically exploited on the real estate market at the latest after completion of the approval planning. Reference is made to § 13 of the architects' contract (procurement document E – E.1.). The services for project content 3 will also be commissioned in stages, initially stage 1 (service phases 1 and 2) in accordance with the attached architect contract (procurement document E – E.1.). The client reserves the right to transfer further service phases, service levels – in whole or in part. There is no legal entitlement to the transfer of these services. The assignment is always carried out separately for the project contents 1, 2, 3 and 5 and the project content 3.
