1. Information on the construction project

- General description

Part A: BMEL Hall 23a

The International Green Week (IGW) is the world's largest trade fair for food, agriculture and horticulture and also the world's largest consumer trade fair in this segment. The Federal Ministry of Food and Agriculture (BMEL) will be presenting itself with an individual appearance in Hall 23a.

The construction project for the BMEL's participation at IGW 2025 in Hall 23a is about creating a modern, open hall atmosphere with consumer-oriented, interactive information transfer. The dialogue with the trade fair audience plays a major role in this. For this task, we are looking for an efficient planning team for property planning / technical equipment that is experienced in both design and construction management.

The contractor is expected to have a spatial design that is flexible enough to accommodate different content and actors and still conveys a strong identity of the BMEL as the sender. In addition, it must be possible to hold special events and evening receptions in accordance with the client's specifications and must be prepared and carried out by the contractor in terms of design, planning and organisation. The flexible spatial design expected by the contractor must allow for short-term changes in performance in the form of planning adjustments with regard to thematic exhibition segments, inclusion of new thematic areas, deletion of existing thematic areas, etc.

A total of four hall areas are to be designed:

Hall 23a on the exhibition grounds of Messe Berlin has a gross floor area of approx. 2,661 m².

The project costs planned for the International Green Week 2025 amount to approximately €3 million net. The costs mentioned include the cost groups 300, 400, 600 and 700 according to DIN 276-1, if not included in cost group 600, also the costs of the "graphic" or the costs according to the data sheet AMP.

Part B: BÖL-Stand in BIO-Hall 22a

Since 2003, topics relating to organic farming have been presented to the trade fair audience via the Federal Programme for Organic Farming (BÖL) of the Federal Ministry of Food and Agriculture (BMEL) at a stand and a hall stage in the BIO Hall. The BIO hall will be used again for the first time in 2024, after a break of several years, and will continue to be located in the immediate vicinity of the BMEL hall in the future, so that synergy effects between the two halls will be created. In terms of design, the BÖL stand with indoor stage in the BIO hall draws a link to the BMEL hall. Design-defining elements of Hall 23a should therefore also be reflected in the BÖL stand and the stage and be clearly recognisable.

The organic sector (associations and commercial enterprises) will inform the trade fair audience about the organic food industry in the organic hall. The BMEL's BÖL stand with its indoor stage is to be the centre of the BIO hall and will present itself accordingly in terms of design. The aim of the trade fair appearance is to provide the trade fair audience with comprehensive information on all relevant topics of organic farming and the organic food industry. In addition to agricultural production, the entire value chain is the focus of communication and presentation. The trade fair appearance has an interactive and dialogue-oriented character. The BÖL stand in the BIO Hall 22a including the stage will have a gross floor area of approx. 500 m² (350 m² for the stand + 150 m² for the stage and seating area) and can be used flexibly as a head, corner or island stand.

The BÖL-stand must offer space for the implementation of a highly experience-oriented, interesting, interactive programme at the trade fair stand and on the hall stage.

The approximately 500 m² modern, visibly sustainable stand is divided into five open areas:

- an information area (info corner) in the main direction of access,

- an exhibition area with opportunities for activities (co-exhibitors with a focus on content and exhibits),

- a lounge area for matchmaking and stay for multipliers with cold and warm drinks,

- a hall stage close to the stand or integrated into the stand and

- a non-public logistics area with warehouse, kitchen and cloakroom with lockers and office.

In addition, there is another warehouse nearby, with a refrigerator, cloakroom with lockers and storage areas for materials. For the tendered service, the contractor has a budget of a maximum of 300,000 euros net plus the statutory VAT for the IGW 2025.

2. Subject of the order

- Basic services of property planning (interiors) in accordance with § 34 HOAI in conjunction with Annex 10 No. 10.1 HOAI 2021,

- including the equipment, as well as graphic design

- Shares of technical equipment planning services in accordance with § 55 HOAI in conjunction with Annex 15 No. 15.1 HOAI 2021

- and, if applicable, the services of specialist planning of structural engineering in accordance with § 51 HOAI in conjunction with Annex 14 No. 14.1 HOAI 2021

- as well as special services for the structural facilities.

In the years 2026 to 2028, further trade fair appearances of the BMEL hall are planned (January 2026, January 2027, January 2028).

The Federal Ministry of Food and Agriculture (BMEL) intends to commission the project planning for interiors and graphic design as well as parts of the specialist planning, technical equipment and, if necessary, the structural design in around March 2024.

The (BMEL) intends to commission the services in stages:

Level 1: LPH 1 to 4

Level 2: LPH 5 (optional)

Level 3: LPH 6 to 7 (optional)

Level 4: LPH 8 (optional)

A step-by-step commissioning of the services is planned. However, there is no legal entitlement to the transfer of all benefits
