IT forensic services

In cases concerning infringement of intellectual property rights, Kronofogden enforces, by court decision, the securing of evidence in place with the defendant. Such an infringement investigation is carried out after the court has made an interim order and takes place without the defendant having any knowledge of it until it occurs. When the ordinance is executed, kronofogden has the right to use the coercive measures contained in the Enforcement Code. Securing evidence may refer to both digital and physical documents/material to be copied, and/or disposed of/deleted. This is done by scanning digital storage media such as desktop and mobile computers, servers, tablets, mobile phones, etc.m. The court may also order that files, programs or source codes be disposed of and deleted. Assignments may, for example, concern finding potential traces and evidence of criminal or unauthorised activity in electronic systems present on the market.

Invitation to tender

The Swedish Enforcement Authority (Kronofogden) invites tenders for IT forensic services on behalf of Kronofogden. Assignments may, for example, concern finding potential traces and evidence of criminal or unauthorized activity in electronic systems on the market, the Supplier shall also be able to copy, compile and/or dispose of and delete these traces and evidence.

Geographically, the procurement covers the whole of Sweden but is divided into three (3) bidding areas. For the division of the bidding areas see section 1.2.2.

No alternative bids are accepted.

Kronofogden intends to sign framework agreements with several suppliers with ranking. Call-offs from more suppliers in the ranking may be relevant for larger assignments. It is then of great importance for Kronofogden that they can cooperate.

The procurement is carried out through the Open Procedure in accordance with Chapter 6, Section 2 of the Act (SFS 2016:1145) on Public Procurement (LOU). The procurement procedure means that any interested tenderer may submit tenders.

The tenders will be evaluated without prior negotiation. It is therefore of the utmost importance that all the information requested under this procurement document is included in the tender submitted.

Kronofogden does not reimburse bidders for costs associated with the preparation of tenders or participation in the procurement.
