In this fourth phase of the project, the APD will continue to establish itself as a bilateral platform for dialogue and at the same time focus on two core topics: the development of rural areas on the one hand, and digitization and innovation on the other. These topics are a high priority in the agricultural policy of the Russian Federation, and the APD has already provided expertise on these issues in recent phases. In addition, Germany has many years of experience in the topics that can be conveyed in the context of the project.

The contract for the implementation of the bilateral cooperation project "German-Russian Agricultural Dialogue" is to be awarded in an open procedure pursuant to § 119 (2) and (3) GWB in conjunction with §§ 14 (2), 15 VgV.

In particular, the applicable CPVs are 79951000-5 (organization of seminars), 75112100-5 (administrative services related to development projects) and 75131000-3 (services for public administration). These are "special services" within the meaning of §130 GWB i. V. m. § 64 ff. VgV. The net value of the order is above the threshold value in § 106 GWB i. V. m. Article 4.d of Directive 2014/24 / EU. Therefore, the awarding rules of the fourth part of the GWB are applicable.
