The contracting authority for this procurement is Moss Municipality (organisation no. 920817521), Råde Municipality, (organisation no. 940 802 652) and Våler Municipality (organisation no. 959 272 581). Moss Municipality is responsible for the procurement process.

The contracting authority intends to enter into a framework agreement with a tenderer for the procurement of soft drinks, beer, and mineral water. The objective of the framework agreement is to ensure deliveries that function in an optimum way for the contracting authority’s entities. The contract will be valid for two years, with an option to extend for 1+1 year. Maximum duration of 4 years. The current contract for Moss Municipality expires on 31.07.2022, the current contract for Råde and Våler expires on 31.08.2022. The new contract will be valid from 1.8.2022. Råde and Våler will join the new contract from 1.9.2022.
Personalpartner AS will have an option to join Moss Municipality's framework agreement within 3 months of the contract being signed.
Råde Church Council will have an option to join Råde Municipality's framework agreement within 3 months of the contract being signed.
The procurement's estimated value is NOK 4,000,000 excluding VAT, based on a maximum contract period of 4 years and the following estimated procurement volume a year excluding VAT:
- Moss Municipality NOK 700,000.
- Råde Municipality NOK 200,000.
- Våler Municipality NOK 100,000.
The framework agreement's estimated value is the same as the maximum value calculated over 4 years. Notice can be given on the framework agreement when the maximum value has been reached.
Emphasis is put on the fact that the procurement volume can vary (higher/lower), and that the procurement's estimated value is thus not binding for the contracting authority.
Orders will mainly come from commercial kitchens, service kitchens in nursing homes/health institutions, events, and cafe/catering. Other entities can place orders if required.
The signed framework agreement will be 'non exclusive', as the contracting authority has entered into a framework agreement for internet based groceries that, amongst other things, includes drinks. It is the need of each entity that will determine which framework agreement products will be ordered under.
The contracting authority retains the right to make procurements outside of the contract when the objective is education, work training and/or other special needs of the contracting authority.
