The subject of the contract concerns the provision of a service for the collection and development of municipal waste from the property where the inhabitants reside, as well as waste from the liquidation of wild rubbish dumps in the territory of the municipality of Sędziszów Małopolski. The total amount of waste provided for collection and development is 3,795 Mg.

1. The scope of the basic (guaranteed) contract:

1) the collection and development of unsegregated (mixed) municipal waste in the amount of 2 100 Mg;

2) collection and management of municipal waste segregated in the amount of 1440 Mg;

3) collection and management of biowaste (food, kitchen and biodegradable waste) in an amount of 180 Mg;

4) collection and management of waste collected during one-time collection from the municipal area in the amount of 70 Mg (the area of all settlements and sołectw) including: waste electrical and electronic equipment, furniture and other large-sized waste, used tyres from cars, motorcycles and bicycles;

5) collection and management of waste collected during the decommissioning of wild rubbish dumps in the municipality in the amount of 5 Mg;

6) carrying out an educational and information action on the correct segregation of municipal waste, consisting in the preparation, in an electronic version, of detailed information on the rules of segregation of waste;

7) cooperation in the exchange of information and data between the contractor and the contractor.

2. The quantities for each type of waste shall be estimated in order to calculate the price of the offer by the contractors. The settlement for the service performed will be based on the actual amount of waste received and developed.

3. Municipal waste management service will be provided in a way that ensures the achievement of appropriate levels: recycling and preparation for the reuse of municipal waste, reducing the mass of biodegradable waste transferred to storage, according to the applicable rules, in particular:

1) by the Act of 13 September 1996 on the maintenance of cleanliness and order in municipalities (Journal of Laws of 2021 item 888 as amended);

2) the Waste Act of 14 December 2012 (OJ 2021.888 as amended);

3. Regulations of maintenance of cleanliness and order within the Municipality of Sędziszów Małopolski, passed by the Municipal Council in Sędziszów Małopolski by Resolution No XIX/205/20 of 16 April 2020;

4) by Resolution No XIX/206/20 of the City Council in Sędziszów Małopolski of 16 April 2020 on the establishment of the detailed manner and scope of the provision of services for the collection of municipal waste from property owners and the development of such waste in exchange for paid by property owner fee for management of municipal waste.

4. The system of receiving municipal waste does not include waste created in so-called non-inhabited properties (schools, companies, hotels, hospitals, etc.).

5. Contracts awarded pursuant to Article 214 (1) (7) of the Law Pzp.

The Contracting Authority provides for the possibility of awarding contracts referred to in Article 214 (1) (7) of the Pzp Act, consistent with the subject of the basic contract and consisting of the repetition of services related to the collection and development of municipal waste of up to PLN 1,300 000,00.

The contract will be awarded by free hand in accordance with the terms of the basic contract in the event of an increase in the amount of performance of the services in question and, where due to the extension of the tendering procedure, it will be necessary to provide continuity of provision of services on the subject of the contract.

The contract will be awarded in one or more contracts where the need arises and where the contracting authority has the financial resources to implement it.
