The city of Blankenberge wishes to be assisted by a design team for the revitalization of the town hall and expansion as an administrative center.
The expansion aims at realizing additional space as a result of the incorporation of the OCMW and the city administration into 1 local administration. The site where the OCMW is located will be abandoned.
This revitalization also embraces the integral:
- renewal of the electrical installation,
- renewal of sanitary installations,
- renewal of the HVAC installation.
The intended site is located in the area defined by Zuidlaan, Ontmijnersstraat, Smet de Naeyerlaan, Kerkstraat and Scarphoutdreef.
The assignment consists of the revitalization of the existing building in order to be at the maximum service for the population and to create an optimal working environment.
To this end, the candidate must develop a vision according to the framework included in the project file added to Phase 2.
The city, however, wishes to place the assignment in a broader perspective and aims for a broader vision for the integral project area, which also proposes a vision of the wider environment in order to allow the designer to expand optimally into a new environment. To this end, the tenderers will also have to work out a vision at the master plan level.
The implantation of possible various new functions on the site and the optimization of the environment must be elaborated, taking into account accessibility, parking, ..., in order to arrive at a site that is as efficient as possible.
The construction budget for the expansion and revitalization has been set at EUR 3 725 000 (incl. VAT), including study costs.
