Description:

The aim of the present procurement project is the awarding of a framework agreement within the meaning of § 21 VgV for shopping services and additional services for hospital pharmacies to a suitable and efficient company as a long-term cooperation partner (so-called one-partner framework agreement). On the contracting side, the Klinik-Kompetenz-Bayern eG as well as the members participating in this call for tenders are entitled to call-in with hospital-operated pharmacies. The scope of the framework agreement does not cover purchasing services in the areas of medical and nursing care, but rather is the subject of a different framework agreement currently being advertised. Also not covered by the framework agreement are legal or tax advisory services.

Klinik-Kompetenz-Bayern eG ("KKB") is a voluntary association that currently has a total of 32 providers with 62 high-performance municipal and non-profit clinics as well as medical care centers ("members") in the Free State of Bavaria. The members of the KKB currently care for around 11 400 acute inpatient beds and 383 rehabilitation beds with a total of approximately 1.5 million patients per year. The total procurement volume in the area of pharmaceutical products and pharmacy supplies of the nine hospital-operated pharmacies participating in this tender is currently around EUR 60 million (net) per year. Procurement in the clinical area has a very high economic and strategic importance. In addition to increasing the efficiency of the procurement measures themselves, a sustained increase in efficiency also requires a clinic-specific optimization of the procurement-relevant organizational structures, processes and purchasing strategies as well as the clarification of related tasks. The increasing digitization in clinical procurement must also be taken into consideration. The framework agreement is therefore intended not only to provide purchasing services, but also additional services for expert advice to KKB and its members on procurement-relevant topics. In addition, in the area of pharmaceuticals, pharmacy-only medical products and pharmacy supplies, securing the supply is of utmost importance for uninterrupted hospital or hospital operations.

Against this backdrop, KKB and its members intend to use the present call for tenders to select a suitable and efficient cooperation partner for the clinical pharmacies participating in this call for tenders.

The main services include:

(1) Technical procurement support (preparation, negotiation and conclusion of service and supply contracts and framework agreements in coordination with the client) in the clinical area in relation to pharmaceuticals, pharmacy-only medical products and pharmacy supplies; such as

(2) Other technical support services for the implementation, optimization and development of procurement processes in the areas concerned.

After placing the order (supplement), the first step is to realize the preparation and execution of the performance by the contractor for the KKB and all members concerned (transition phase), then in a second step on 1.1.2020 the services under contract to be able to provide KKB and its members with hospitalized pharmacies without interruption and in full.
