Description:
Technical Assistance Services in the fields of safety and security in 7 lots

This is a multi-successful framework agreement whose purpose is to provide services aimed at enabling the Bank of France (referred to as "the Contracting Authority") to acquire, as and when its needs arise and through the conclusion of subsequent contracts, flat-rate technical assistance services in the fields of safety and security. It has 7 lots.

LOT1_Gestion of safety and security projects

The need is part of projects relating to tertiary, fiduciary and industrial activities and aims to use safety/security project management services including:

- Project and/or program management

- Operational coordination of multiple actors such as: security technicians and engineers, security solution providers, technical teams of IT services

- Technical studies of security engineering, operational assistance services, expertise and studies in the following areas: access control, alarm, video surveillance, intrusion detection, remote monitoring and remote management.

LOT2_Études fire safety techniques

The need is part of rehabilitation and/or construction operations of buildings relating to the installation or modification of ISS and aims to use services related to analyses and studies intended to ensure the conformity of building fire safety systems and the maintenance in operational conditions of existing systems.

LOT3_Études techniques de Blast Engineering

The need is part of the study of the effects of weapons and explosives on infrastructure and the analysis of the behaviour of building structures subjected to malicious or accidental blast effects.

The studies are divided into various types of services, including, among others:

- Carrying out analyses of the behaviour of the structure of buildings subjected to blast effects of malicious or accidental origin,

- Advice and assistance in strengthening the physical protection of infrastructures in the context of construction, rehabilitation and/or infrastructure development projects,

- The proposal of technical solutions for the protection of buildings against blast effects and impacts of small calibre munitions.

Technical LOT4_Études Ergonomics

The need is part of the study of the design of secure spaces and premises for the management and operation of safety and security equipment dedicated to the protection of sensitive sites. Space design studies focus on:

- Secure premises for the control and operation of safety and security equipment for the protection of sensitive sites.

- Training premises via professional and operational scenarios on safety and security equipment operating systems, especially in virtual environments.

IT Security LOT5_Études of IS Sûreté

The expected services are mainly based on missions related to the security IS of the Contracting Authority.

The studies concern the work relating to strengthening the security of these information systems, aimed at bringing these information systems into compliance with the Military Programming Law and good practices, and to guarantee the maintenance in a safe condition in the operation and maintenance phases.

LOT6_Prestations de Travel Management

The need is part of the security policy for agents abroad defined by the Security Directorate (policy that will be provided during the consultation for the Subsequent Contract). The need is to use support services in country risk analysis and the design of monitoring tools, and training/information materials (intranet sites, extranet, various presentation materials, e-learning, etc.).

LOT7_Prestations of assistance in the field of resilience

This need translates into the need for the Contracting Authority to:

- To define and deploy a new crisis management organization, with the ambition of making it both conducive to more effective central decision-making and more efficient implementation;

- To enrich and evolve business assets (such as methods, models, reflex sheets indicating the procedures to be followed in an emergency situation) that concern business continuity and resilience in order to deploy a simplified, more coherent framework that can be better appropriated by the business lines.
