Description:

The Norwegian Maritime Directorate shall establish a new IT operations contract in 2018. The contract will be valid for 3 years, with an automatic extension for one year at a time until notice is given by one of the parties, (ref SSA-D). The contract has no end date, but the Norwegian Maritime Directorate is obliged to hold a new competition when the market and competition considerations require one.

The contract will include the entire IT operations environment at the main office in Haugesund and along the coast.

The digitalisation directive means that Sdir is obliged to consider cloud services for the new operations contract. Our assessment is that not all of our portfolio is ready for cloud services. The operations supplier must, therefore, be able to provide cloud services as an integrated part of the operations delivery.

Deliveries that shall be included are:

— User support services,

— Operation of servers,

— Operation of applications,

— Operation of communication systems (Internet, WAN, LAN, WLAN and any new systems),

— Concept for local PC operation (‘tanking’ the system, rolling out programmes, drivers, etc.),

— Skype telephony and electronic meetings,

— Operation of various periphery equipment.

Options:

— Delivery of network equipment,

— Management of the MS SharePoint platform.

The operations environment must be located in the tenderer's premises.

The Norwegian Maritime Directorate has a considerable amount of trade applications that shall be included in the contract. ITIL based processes (or equivalent) will be a central element for the cooperation between the tenderer and the Norwegian Maritime Directorate. A Service Desk shall also be a part of the total operations contract, but the service must be adaptable to the department's needs.

The Norwegian Maritime Directorate shall, according to the plan, go over to a Skype telephony system with a new switchboard, before the new operations contract comes into force. The current switchboard system with PABX and MediaGateway shall then be phased out.
