Selection procedure - Emergency rescue 2024 ff. for the city of Münster

The subject of the administrative selection procedure is the conclusion of 4 public-law agreements for the purpose of transferring the implementation of emergency rescue services for a period of 4 years (basic term) plus an extension option of 1 year (option period) for a lump-sum annual remuneration to non-profit organizations or associations within the meaning of Section 107 (1) No. 4 ARC. In addition, upon request, the officer also participates in planned and unplanned additional requirements in exchange for an assignment-dependent lump-sum remuneration. The selection of the contracting parties is carried out in a transparent selection procedure based on a negotiated procedure with voluntary publication of the intention to conclude the contract (see para. VI.3). The client makes use of the area exception pursuant to Section 107 (1) No. 4 ARC. There is no entitlement to provisions of (EU) public procurement law; these are not the basis of the procedure, including the GWB and the VgV.

Lot 1

The scope of services includes the performance of emergency rescue services in accordance with § 2 para. 1 no. 1 RettG NRW in the urban area of the independent city of Münster to cover basic needs within the following retention times: 07:00 to 00:00 seven days a week, 365 days a year. The client provides the shared use of Fire and Rescue Station 1 for the performance of the service.

In addition, the scope of services includes the provision of an additional demand ambulance together with suitable staffing to cover the planned and unplanned additional demand (see no. VI.3) No. 4 of this Notice). The request may be made within or outside the retention periods provided for each lot. In the event of unplanned additional requirements, the manned rescue equipment must be reported ready for use within 30 minutes of the request at a location within the city of Münster specified by the client. The request for the planned additional requirement is generally made with a lead time of at least 14 days. In individual cases, a shorter request may be made with a lead time of no less than 48 hours.

The rescue equipment provided within the scope of this order must also be made available on separate request during the retention periods to avert major damage events within the meaning of Section 7 (4) sentence 2 RettG NRW.

The contractor shall staff the rescue equipment provided for each lot with suitable personnel at the time of availability and carry out the operations assigned to him by the control centre. The location of the rescue station and all rescue equipment required in accordance with the scope of services (vehicles including medical-technical equipment and devices) as well as consumables for basic needs shall be provided by the client.

The client provides the use of rescue station 16 for the performance of the service.

In addition, the scope of services includes the provision of an additional demand ambulance together with suitable staffing to cover the planned and unplanned additional demand (see no. VI.3) No. 4 of this Notice). The request may be made within or outside the retention periods provided for each lot. In the event of unplanned additional requirements, the manned rescue equipment must be reported ready for use within 30 minutes of the request at a location within the city of Münster specified by the client. The request for the planned additional requirement is generally made with a lead time of at least 14 days. In individual cases, a shorter request may be made with a lead time of no less than 48 hours.
