Description:

THE SUBJECT MATTER OF THIS CONTRACT IS THE SUPPLY AND INSTALLATION OF MAINTENANCE MANAGEMENT SOFTWARE TO THE INFRASTRUCTURE DEPARTMENT OF THE INTERNATIONAL IBERIAN NANOTECHNOLOGY LABORATORY

Maintenance Management Software as follows:

a) Maintenance resource register:

- Equipment: the system must be able to set up the equipment on a hierarchy basis, with at least the following hierarchies: system; equipment; sub system; component.

- Registration: registration must support at least the following characteristics: serial number; supplier; associated spare pieces/maintenance stock; INL and/or contracted service; related documentation (manuals, drawings, preventive maintenance plans and inspections); others.

b) Management and type of maintenance interventions:

- Emergency Maintenance (Type 1): the system must support the following routine: the user activates the emergency maintenance directly with the maintenance officer, in person, by phone or email; after the work concluded, the maintenance officer describes the occurrence in appropriate form; ability to attach documents; the form will be available online.

- Corrective Maintenance (Type 2): the system must support this routine: the user activates the corrective maintenance online or through the back office or administrative support; the administrative support will consider the request validity and, if valid, classifies and schedules the activity by opening a work instruction taking into account the problem severity/urgency; after the work concluded the responsible will close the ticket.

- Preventive Maintenance (Type 3): the system must support preventive maintenance plans; the system must issue a weekly tasks plan 30 days in advance (this plan shall include working time/men, tools, pieces, etc.); starting from this plan, those responsible will schedule the weekly activities by allocating resources through computerized form; control of preventive maintenance tasks will be made by inserting the data on the system that should actualize directly the data and reprogram tasks.

- Predictive Maintenance (Type 4): the system must support an inspections plan issued monthly; starting from this plan the system receives the status of critical variables, stores the information, and keep it available for analyses; form the data analyses the responsible will open a work instruction to a corrective intervention.

- Reliability: the system should have a module for integration of empirical data and propose models of statistical distribution capable of modelling the data and calculate the MTBF and MTTR distributions.

- Programs of life expectancy and/or Retrofitting: the system should have a module to insert and track historical data of programs of life expectancy and modernization.

- Interventions control: the system should be able of sending reports containing, at least, instantaneous and accumulated storage of indicators such as: minutes of stationary equipment by maintenance type; Labor allocation (team work or individual); equipment under intervention; percentage of interventions; equipment history; stock control; calculating the maintenance efficiency; maintenance costs by Cost Center (working time/men and pieces); maintenance costs by building area; others.

c) Maintenance or work requests: the system should be able to manage maintenance or work (installations) requests with pre-approval; the request must be made on a platform with a reference number and sent directly to approval; after decision (approved or disapproved) the system should give a status indication of the request; the system must send notification emails of the request; this information flow should be recorded in a database and it should be able to issue reports.

d) Database: the system must include a solid database with standard equipment for buildings and industrial maintenance.

e) Language: the system language should be Portuguese with the possibility of an option to change to English.

f) License: the system should be delivered with an indefinite license for five (minimum) concurrent accesses; indefinite licenses for maintenance requests on the web page, unlimited access.

g) Assistance: technical assistance and possible post-implementation work up to 40 hours; technical assistance with an allocated manager 8 hours/seven days per week.
