Sarastia Oy is soliciting bids for order times to be run on a passenger transport licence, according to the tender documents. Subscription times refer to one-way, round-trip, as well as pre-arranged more regular local transportation, such as school swimming pool transfers. The contract does not include various kindergarten, school and business transportation. The acquisition is divided into geographic subsets, from which the bidder is allowed to offer one (1) or more. The contracting entity does not accept intra-party offers, alternative bids or parallel bids.

Competition is carried out as a transparent procedure to establish a framework arrangement for more vendors. The selection criterion for competition is the overall economic affordability and the best price-to-quality ratio as a reference basis: Price weighting is 0p and quality 100p. Carriage prices are not asked in the invitation to tender, but instead prices are requested from bidders only during the contract period with mini-contests. Mini contests are carried out on a mini-competition portal acquired by Sarastia for himself, whose terms of service (listed in the tender documents) the bidder undertakes with its offer. Transfers can target anywhere in mainland Finland.

A maximum of 25 eligible bidders will be selected for the Framework Arrangement as a subset. The selection takes place in the bidders' scoring order. The framework arrangement is four (4) years and includes a termination period of six (6) months for the contracting entity, selected suppliers and all Sarastia Oy's client entities committed to the acquisition. The contract decision does not establish a contractual relationship between the contracting entity and the selected tenderer, but enters into force at the earliest time the procurement decision has gained the force of law, or when market law has authorised the contract to be executed, and where both contracting parties have signed a written contract. If the birth of the contract is delayed for reasons arising from the tenderer, the contracting entity is entitled to reject the offer submitted and to make a new procurement decision.
