Nesodden municipality would like to receive tenders for consultancy services within management development and organisation development.
The aim of the procurement is to hold a manager development programme over three years, connected to the organisation's work with the employee survey 10-factor, in addition to carrying out an organisation review with the aim of further development of the organisation.
A manager development programme was carried out in 2014 and 2015 with external assistance. A manager platform was established with topics that are continually in focus in the manager meetings and in each individual manager's development work with their leadership. The management in Nesodden municipality are development and process orientated.
In the next phase of the manager development Nesodden municipality shall have a focus on the new employee survey, which shall be used from 2017. Nesodden municipality shall start to use the 10-factor survey, which was prepared by KS in cooperation with the employer organisations. 10-factor will be a central element in the manager meetings and the work with leadership in the organisation. Nesodden municipality has a further need to further develop the organisation with a focus on efficient and rational operation, good and sensible management structures and the staff's role in the organisation. This is connected to improving the organisation in order to reach targets and ambitions for the municipality's services, which have been adopted by the municipal council.
The manager and organisation development shall together contribute to Nesodden municipality appearing as an attractive organisation, as regards renewal and learning.
The consultancy service provider's role will include the following:
— Assistance with management development:
o Planning and holding manager meetings;
o Assistance with follow-up between the manager meetings, in cooperation with staff.
— Assistance with organisation development:
o Assistance with an organisation review with a focus on efficient and rational operation, good and sensible management structures and a good balance between line and staff/support functions in the organisation.
The intention of the competition is to enter into a contract with one tenderer for 3 (three) years, valid from approx. September 2016. The contracting authority has an option for 1 (one) + 1 (one) year.
