The purpose of this tender is the homologation of suppliers for the provision, maintenance and operation of fixed telephony, mobile telephony, unified communications, videoconferencing, smart network and special numbering services of the Generalitat de Catalunya and its public sector (hereinafter, also referred to as 'the Generalitat').
Unified Communications Platform ServicesUnified Communications Platform services within the AM object include the provision, administration, maintenance and operation of:
− Unified Communications Service (UC): Unified communications platform to the internet cloud and legacy IP telephony platforms.
− Videoconferencing service: Videoconferencing platform and terminal equipment with SIP/H.323/XDSI protocols.
− Switchboard maintenance service: maintenance of telephone switchboards in service, existing in the Generalitat.
− Supply of Voice Node infrastructure: Corporate platform for private switching of voice communications of the Generalitat, based on SIP protocol.
− Call Center Service (Contact Center): Platform and equipment with specific functions for voice call centers. It includes agents, terminals, routing management, automatic routing phrases and trees, statistics and contingency means.
This lot is of mixed type since it incorporates supplies and services. On the basis of the amounts determined for the supply (7.5%) and for the provision of services (92.5%), it is stated that this is a service contract, since the estimated cost for the consumption of the services is higher than that of the supply of the infrastructure.
Fixed voice operator servicesThe services of Fixed Voice Operator within the object of the AM include the provision, administration and, operation of:
− Headquarters connectivity: voice link service for headquarters and locations of the Generalitat, with a single individual channel and multiple channels connecting to the public switched telephone network. It includes both legacy and new technologies based on IP protocols. These are: analog telephony (PUEDES), basic accesses *XDSI (*BRA), primary circuits *XDSI (*PRA) and channels *SIP, with public numbering assignment.
− Smart grid: 90X and 80X telephone numbering service, with programmable routing of voice calls to geographic and mobile destinations based on capacity, congestion, schedules, calendars, geographical location and origin numbering. It includes decision trees and automatic attendant mechanisms with customizable locutions.
Mobile Voice Operator ServicesMobile Voice Operator services within the subject of AM include the provision, administration and, operation of:
− Professional mobile telephony: mobile telephony service that has to allow its users access to professional voice and data communications in mobility.
− Headquarters connectivity: voice links service via mobile network. With assignment of public numbering, mobile network.
− Virtual mobile switchboard: Mobile terminals with telephone switchboard extension functionalities and headquarters connectivity contingency services.
− Advanced mobility services: Link services between the mobile telephone network and closed group communications systems (4G and 5G bonding solutions).
SMS and M2M mass sending servicesSMS messaging services and M2M fleets within the AM object include the provision, management and operation of:
− Mass SMS sending: service that allows the mass dissemination of short SMS messages to mobile lines, through different sending interfaces.
− Mobile M2M fleets: service that allows the connectivity of machines in mobility and their management as collectives and groups of services, remotely.
Special numbering servicesspecial numbered telephone services, with high availability and security, including the provision of substitute services via mobile telephony, of the Generalitat de Catalunya and its public sector.
− Special Numbering Telephone Services (SNE): Smart network services with special short numbering, with specific regulation. The current SNEs are as follows:
o Special Numbering Service for Medical Emergencies (061)
o Special Emergency Numbering Service (112)
o Special Numbering Service for Child Care (116111)
o Special Numbering Service for Citizen Attention (012)
− Mobile telephony services for contingencies of the special numbering service.
