The duration of the framework agreement is 2 years from January 2018 with an option to extend the duration 2 times by 1 year at a time, to a total of 4 years. Norad intends to enter into parallel framework agreements with up to 3 suppliers.

The procurement covers parallelle framework agreements for consultancy services for the financial component of the Oil for Development (OfD) program. The aim of the OfD program is, based on the Norwegian experiences, to assist in building capacity in the cooperation countries to enable them to conduct sound petroleum resource management. The finance component cover management of income from the petroleum activities. In the OfD program, this component cover four areas:

A. Fiscal regime/tax policies;

B. Administration of income from the petroleum sector;

C. Macroeconomics/public finance administration;

D. Petroleum fund/natural resource fund.

There may be requests for consultancy services in all of the sequences of an OfD - program in a country (the application for a program, the assessment, planning and execution phases.)
