Assignment Background

In order to address the greatest risks in the field of labour and to achieve the greatest possible social impact, the Dutch Labour Inspectorate works in programs. The programs contribute to safe and honest work and security of existence. In 2021, there are 17 programs that supervise risk-driven sectors or themes within the broad scope of the inspection. For example, for the sectors construction and infrastructure, asbestos, hospitality and retail, cleaning, temporary employment and secondment, welfare and care and structure implementation work and income programs have been set up.

Reason for the assignment

The department /department of Analysis & Research started working product driven in 2021. This means that it no longer provides permanent research capacity to the programmes of the Dutch Labour Inspectorate, but products and services that the programmes request. The department has developed a product and service catalogue (PDC) that describes services such as advice and information products such as evaluations, impact studies, risk analyses, financial analyses and reports. The lead time and intensity of these products carried out for the benefit of the programs varies. (Senior) researchers sometimes work on multiple assignments (products) at the same time within a program. When one assignment has been completed, the (senior) researcher picks up the next. Sometimes the (senior) researcher can be used for products for multiple programs. There is a high demand from the programs for the products and services of the department.

Hiring research capacity

Given the continuous range of work, the department particularly needs a structural use of external research capacity. In the form of a flexible shell, the department (senior) researchers would like to commit to themselves for a longer period of time (estimated at least one year). This is an effort obligation.
