The subject of the contract is the preparation and performance of two annual surveys of the running time of unregistered letter items in the field of universal service in domestic trade.

Scope of work for each study:

- preparation of a study project separately for economic and priority letter items containing the layout plan of the research panel, the distribution of test consignments in individual relations, the distribution of consignments between study participants, distances between study participants and a detailed schedule of sending consignments including distinguishing parameters of the consignments;

- creation of a nationwide network of 150 panelists located throughout the country, through the involvement of people guaranteeing the correct performance of the task and following the instructions received;

- preparation of test consignments (envelopes and checkbills and other materials) necessary to carry out and document the test;

- conducting the test by introducing test consignments into typical postal circulation in the manner specified in the Manual, i.e. sending and receiving test consignments by panelists and keeping records of sending and receiving in accordance with the instructions received;

- preparation of a report containing the results of the conducted examination of the running time of unregistered letters.
