The study shall analyse whether it is opportune and feasible to launch a European privacy certification scheme. The scope and rules of such a scheme and the roles of the various public and private stakeholders in its development should be assessed. The impact on existing legislation and the interaction with existing mechanisms guaranteeing privacy (such as the ones foreseen by Directive 95/46/EC and the existing national privacy seals) should be carefully assessed.

The contractor is expected to fulfil the following tasks:

task 1: inventory and analysis of existing privacy certification schemes;

task 2: comparison with other sectors where EU certification schemes have been already developed;

task 3: challenges and possible scopes of an EU privacy seal;

task 4: proposals and evaluation of policy options;

task 5: workshop.
