According to the EU Waste Directive, all EU member states must ensure that arrangements are in place for the separate collection of food waste from households. Aalborg Municipality has chosen that food waste from 2024 will be collected in compactor collection trucks in green bags, which will be delivered in the same container as the residual waste. The waste must then be transported to a facility – the colour separation plant – where the green bags of food waste are sorted out. When the green bags have been sorted out, the residual waste must be transported to the waste silo at the Energy Plant at I/S Reno-Nord, Troensevej 2, 9220 Aalborg Ø.
The task of providing the establishment and operation of the colour separation plant for the public sector has been entrusted to I/S Reno-Nord. The private sector must handle the overall task of design, construction and construction, machine delivery and subsequent operation of the plant. At the same time, the supplier in question will be the owner of the established and built plant both in terms of machinery equipment and building.
The tender includes the establishment and operation of a colour separation plant for blacking food waste from households in Aalborg Municipality. The service includes the establishment of a fully completed, functional and government-approved colour separation plant and subsequent operation for sorting green bags of food waste. The supplier must carry out all necessary design, dialogue and material for regulatory treatment, for obtaining environmental approval and building permit, connection of utilities (electricity, water, sewer and heat, etc.).
The Supplier will also handle the transport of residual waste from the colour separation plant to the Energy Plant at Troensevej 2, 9220 Aalborg Ø, as well as the transport of filled containers with the sorted coloured bags to a location at the facility where the Contracting Entity has the opportunity for collection.
The supplier will be the owner of the established and erected plant both in terms of machine equipment and building.
The Supplier may choose to construct and establish the colour separation plant on a plot owned by I/S Reno-Nord or the Supplier may use an existing building for the purpose of establishing the colour separation plant and possibly make necessary alterations/extensions or construct a new building on its own land. If the supplier chooses to establish the colour separation plant on a plot owned by I/S Reno-Nord, the supplier must pay the rental price for the plot size necessary for the purpose. The building is depreciated linearly over 15 years (corresponding to the term of the Agreement) and then is then depreciated to I/S Reno-Nord free of charge.
The assignment is offered as a negotiated procedure in accordance with the Public Procurement Act, as the Contracting Entity has assessed that due to the technical complexity of the task, it is not possible to use already available solutions without these being adapted to the contracting entity's needs. The contracting entity has also considered that the legal terms of the contract are so complex that negotiation is necessary.
