The Department of National Defence (DND) Canadian Manoeuvre Training Centre (CMTC) has a
requirement for Contractor support services including the delivery of civilian role players, casualty
simulations (CAS-SIMs), training props, associated on-site Exercise (EX) management and EX
planning, and the provision of unmanned aircraft system/Remotely Piloted Aircraft System
(UAS/RPAS), in support of Canadian Army High Readiness (HR) Collective Training Events (CTE)
for training abroad. Specifically, must be able to provide services in Europe to include Latvia.

To properly train Canadian Armed Forces (CAF) personnel, High Readiness (HR) CTE must
include immersing the Primary Training Audience (PTA) into a replicated operational environment.
The integration of contracted Civilians in the Battlespace (CIBS) and CAS-SIMs is fundamental to
this requirement. The training is greatly enhanced through the participation of civilian role players
who can accurately replicate cultural, ethnical, and linguistic aspects of Host Nation Government
(HNG), Non-Government Organizations/International Agencies (NGOs), as well as the general
civilian populace in a variety of scenarios.
