The modular extension buildings for schools (MEB), which have been built since 2015, represent a successful model. After a very short construction period, well-designed, high-quality, permanent and sustainable school expansion buildings have been created.
The 50th MEB was handed over to the user in August 2019.
Since the demand for MEB will increase in the coming years due to the number of students, up to 64 further MEB are to be built by the end of 2023.
In order to use the limited construction capacities, a series with 10 MEB, optionally 22 further MEB in the proven solid construction should be realized.
A second series should also be carried out with 10 MEB, optionally 22 additional MEB as timber construction (HOMEB).
A framework contract for project management services is hereby tendered, which is necessary to build ("implement") the existing type designs of the MEB - Klassik and HOMEB Berlin-wide on existing school property.
The modular extension buildings for schools in solid prefabricated construction MEB - Classic and wood modular construction (HOMEB) are three-storey modular system buildings. The respective type designs with type EVU (extended planning document) are available.
Type HOMEB:

Type MEB - classic:
There are designs for 3 different sizes:
- 12 classrooms (approx. 30 x 19 m) with 1,670 m
- 16 classrooms (approx. 44 x 19 m) with 2 550 m
- 21/22/24 classrooms (approx. 52 x 19 m) with 3 040 m
- Storeys: 3,
- basement: no,
- property situation: variable per location,
- Number of solid MEB to be built: at least 10, additionally optionally up to 22 (up to 32 in total) within 4 years (2020-2023).
The project management services are required for the phase of the location selection, the planning of the fitting of the respective MEB types on the land and the constructional implementation up to the handover including the tracking of defects.
The project controller has the task of coordinating and coordinating the planning and construction work of the GP, GU and other technical participants. The services to be provided by the contractor are divided into levels B 1.1 to B7 and are described in the appendix to § 2.1 of the contract model "Description of the client's services that can be delegated by the contractor to the contractor".
The services are called up in stages.
First of all, performance level B1 "Investigation of property suitability" is called up (B 1.1 and B 1.2).
The client reserves the right to gradually commission additional performance levels individually or in aggregate, in whole or in part, until the completion of the construction work. There is no legal claim to the commissioning of the overall service or individual options.
The scope of the order is as follows:
1) Control and coordination of the following GP and GU services:
a) Service level B1.1 Investigation of property suitability - planning law;
b) Performance level B1.2 Examination of property suitability - other aspects;
c) Performance level B2 variant phase (option);
d) Performance level B3 design phase (option);
e) Performance level B4 approval phase (option);
f) Performance level B5 award phase (option);
g) Performance level B6 construction (option);
h) Performance level B7 Warranty monitoring (option).
2) Additional options in each performance level B1-B7 to control the following location-specific features:
- Option 1: Testing / planning / execution by GP & GÜ with alternative rainwater drainage (e.g. discharge into trenches),
- Option 2: testing / planning / execution by GP & GÜ with alternative heat supply (e.g. geothermal system),
- Option 3: Check / planning / execution by GP & GÜ in difficult local situation such as B. obstacles, trees, bombs.
The intention is to award the contract to a single project manager.
