On behalf of the Norwegian Directorate of Health, Norsk Helsenett SF will procure a framework agreement for knowledge and research-based consultancy services for central national authorities within the disciplines of:
1) Violence and traumatic stress;
2) Radicalisation and violent extremism; and
3) Psychosocial follow-up during crises, accidents and catastrophes. For topic area 3, the tenderer must also have an emergency preparedness base for the contracting authority.
A contract will be signed with 1 tenderer who will cover all of the topic areas.

The Norwegian Directorate of Health has, in amendment No 45 to the letter of award 2019, received the task of procuring a framework agreement for knowledge based consultancy services to national authorities within:
Topic 1: Violence and traumatic stress (in demarcating with the field of self-harm and suicide, as this area is followed-up in other collaboration structures).
Topic 2: Radicalisation and violent extremism.
Topic 3: Psychosocial follow-up during crises, accidents and catastrophes (emergency preparedness).
Within topic area 3, the tenderer must also have an emergency preparedness base for the Directorate of Health during the contract period.
The framework agreement will primarily be used to respond to the health sector's need for consultancy services within the topics. All of the topic areas must be seen in a societal perspective and not related to just 1 sector or 1 service. Increase political attention to violence and abuse has resulted in strategies and plans that have highlighted and generated the need for cross-sectional cooperation. The health sector, together with other sectors, has joint responsibility for preventing and averting violence and abuse and a specific responsibility to follow-up and manage physical and psychological health consequences of violence and abuse. To fulfil the purpose of the service, the consultants must have and utilise research and experience based knowledge within the topic areas included in the framework agreement.
If there is a need for cross-sectoral cooperation, the Directorate of Health can create a call-off for a supplier in cooperation with the central national authorities. The Ministry of Health and Welfare will also be able to make call-offs on the contract. Central national authorities at the time of publication are the Ministry of Health and Welfare, the Directorate of Health, the Ministry of Justice and Emergency Preparedness, the National Police Directorate, the Norwegian Directorate for Children, Youth and Family Affairs, the Ministry of Defence, the Ministry of Culture, the Ministry of Foreign Affairs, the Ministry of Education and Research and the Directorate of Education and Training.
